THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his Foreign Service in Thailand. 2. The applicant states his DD Form 214 does show his overseas duty. 3. The applicant provides a copy of his DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant was inducted in the Regular Army on 15 June 1964. He completed training and was awarded military occupational specialty 33B (Interception Equipment Repairman). The highest rank/grade he attained while on active duty was private first class/E-3. 2. Section 5 (Service Outside Continental U.S.) of the applicant's DA Form 24 (Service Record) shows he arrived in Bangkok, Thailand on 13 April 1965. 3. Item 38 (Record of Assignments) of the applicant's DA Form 20 (Enlisted Qualification Record) shows he was assigned to the Headquarters, 5th Radio Research Unit, APO San Francisco, during his tour of duty in Thailand. 4. Orders LO 204-65, Headquarters, 5thRadio Research Unit, APO San Francisco, dated 23 August 1965, show the applicant was authorized 60 days of emergency leave. 5. The applicant's DA Form 2476 (Application for Separation – Hardship or Dependency), dated 9 September 1965, and personal statement shows he requested a hardship discharge due to extremely critical home conditions. 6. On 29 September 1965, The Adjutant General, Department of the Army, Washington, D.C., directed the applicant to report to the Commanding Officer, U.S. Army Garrison, Fort Polk, Louisiana, upon the expiration of his emergency leave to await the decision on his application for a hardship separation. 7. On 1 November 1965, the applicant was permanently assigned to the U.S. Army Garrison, Fort Polk, Louisiana. 8. Item 24c (Foreign Service) of the applicant's DD Form 214 does not show any Foreign Service. 9. On 4 November 1965, the applicant was honorably discharged due to hardship reasons. He completed 1 year, 4 months, and 20 days of active military service. 10. Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The separation document is to provide the individual with a complete and accurate documentary evidence of their military service. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty of more than 90 days to include attendance at basic and advanced training and is prepared for all personnel at the time of their retirement, discharge, or release from active duty. Chapter 2 contains guidance on the preparation of the DD Form 214. It states, in pertinent part, that the total amount of Foreign Service completed during the period covered by the DD Form 214 is entered in item 24c and is obtained from the Soldier’s records. 11. Army Regulation 614-30 (Overseas Service), Table 3-2 (Award of tour credit and adjustment of date eligible to return from overseas/date of return from overseas (DROS)) states a Soldier will be credited with a completed tour and awarded a new DROS if he/she serves less than the normal prescribed overseas tour, and the curtailment is for the convenience of the Government and through no request from or fault of the Soldier. DISCUSSION AND CONCLUSIONS: 1. The applicant's request for correction of his DD Form 214 to show his overseas duty in Thailand was carefully considered and determined to have merit. 2. Records show the applicant was assigned to the 5th Radio Research Unit, APO San Francisco, on 13 April 1965. On 1 November 1965, he was reassigned to the U.S. Army Garrison, Fort Polk, Louisiana. Therefore, he is entitled to correction of his DD Form 214 to show his Foreign Service.
