THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show in item 13 (Decorations, etc.): * Joint Service Commendation Medal (JSCM) * Office of the Secretary of Defense Identification Badge (OSDIDBAD) 2. The applicant states the above were awarded after he was released from active duty (REFRAD). 3. The applicant provides the JSCM Certificate, orders, and citation, and the OSDIDBAD Certificate CONSIDERATION OF EVIDENCE: 1. The applicant was a Regular Army (RA) staff sergeant, military occupational specialty 31D3O (CID Special Agent). He is now a US Army Reserve (USAR) sergeant first class. 2. During the period January 2009 - February 2010, the applicant served as a Protective Services Special Agent in OSD. He was REFRAD on 14 February 2010; his DD Form 214 does not show the JSCM or OSDIDBAD. 3. Evidence shows the applicant was awarded the JSCM on 13 July 2010 and the OSDIDBAD on 31 December 2010. 4. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active duty service, or control of the Active Army. In pertinent part, it states the DD Form 214 is a synopsis of the Soldier’s most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge. DISCUSSION AND CONCLUSIONS: 1. The applicant requests the JSCM and OSDIDBAD be added to item 13 of his DD Form 214. 2. Evidence confirms the applicant was awarded the JSCM and OSDIDBAD for service during the period covered by his DD Form 214, but the awards were approved after his REFRAD and do not appear on his DD Form 214. 3. The JSCM and OSDIDBAD should be added to his DD Form 214.
