THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his previous request to correct his records to show award of the Meritorious Unit Commendation for service in Iraq while assigned to Headquarters and Headquarters Detachment (HHD), 744th Military Police (MP) Battalion. He also requests correction of his records to show any other awards that he may be entitled to. 2. The applicant states he is providing orders that show he was assigned to the 744th MP Battalion during his service in Iraq. 3. The applicant provides: * Orders M-021-0019, issued by Headquarters, 99th Regional Support Command, Coraopolis, PA, dated 21 January 2003 * Orders 357-0038, issued by Headquarters, Fort Dix, NJ, dated 23 December 2003 * Order 04-036-008, issued by Headquarters, 11th Military Police Brigade, Ashley, PA, dated 5 February 2004 CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110002668 on 11 August 2011. 2. The applicant provided Orders 357-0038, dated 23 December 2003, as new evidence that was not previously considered by the Board and warrants consideration at this time. 3. The applicant enlisted in the U.S. Army Reserve (USAR) on 11 June 2001 and he held military occupational specialty 95B (MP). He was assigned to HHD, 744th MP Battalion, Bethlehem, PA. 4. Orders M-021-0019, dated 21 January 2003, ordered the applicant to active duty as a member of his Reserve unit, HHD, 744th MP Battalion, in support of Operation Iraqi Freedom (OIF). These orders show his unit's Unit Identification Code (UIC) as "WZDJAA." He served in Kuwait/Iraq from 23 March to 21 December 2003. 5. Orders 357-0038, dated 23 December 2003, released the applicant from active duty effective 12 January 2004 and reassigned him to his parent Reserve unit. The standard name line on these orders show he was assigned to U.S. Central Command under the same UIC as his parent Reserve unit. 6. On 12 January 2004, he was honorably released from active duty and transferred to his parent Reserve unit. He completed 11 months and 12 days of creditable active service during this period of service. The DD Form 214 (Certificate of Release or Discharge from Active Duty) he was issued at the time shows in item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) the: * National Defense Service Medal * Kosovo Campaign Medal * Armed Forces Reserve Medal with "M" Device (2nd Award) * Army Service Ribbon * NATO Medal * Overseas Service Bar (2nd Award) * Driver and Mechanic Badge with Driver-W Bar 7. Department of the Army General Orders (DAGO) Number 2009-11, dated 16 December 2009, awarded the Meritorious Unit Commendation to HHD, 744th MP Battalion for exceptionally meritorious conduct in the performance of outstanding service during the period 21 March 2003 to 4 April 2004. 8. Army Regulation 600-8-22 (Military Awards) states the Iraq Campaign Medal is awarded to members who have served in direct support of OIF. The Iraq Campaign Medal period of eligibility is on or after 19 March 2003 to a future date to be determined by the Secretary of Defense or the cessation of OIF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. A review of his records reveals that during his service in Iraq, participation credit was awarded for the following two campaigns: * Liberation of Iraq (19 March 2003 - 1 May 2003) * Transition of Iraq (2 May 2003 - 28 June 2004) 9. Army Regulation 600-8-22 states the Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who have participated in the Global War on Terrorism operations outside of the designated areas of eligibility on or after 11 September 2001 to a future date to be determined. All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined are authorized the Global War on Terrorism Service Medal. DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows the applicant was assigned to HHD, 744th MP Battalion during the period this unit was cited for award of the Meritorious Unit Commendation. Therefore, his DD Form 214 should be corrected to show this unit award. 2. He served on active duty and in Iraq during a qualifying period for award of the Iraq Campaign Medal with two bronze service stars and the Global War on Terrorism Service Medal. Therefore, his DD Form 214 should be corrected to show these awards.
