IN THE CASE OF: BOARD DATE: 3 May 2012 DOCKET NUMBER: AR20110019744 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his request for correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show the Valorous Unit Award. 2. The applicant states that in his original request he identified his unit of assignment as Company C, 1st Battalion, 32nd Armor, 1st Cavalry Division. However, the Record of Proceedings show when the Board considered his request, his unit of assignment was incorrectly identified as the 1st Battalion, 3rd Armor, 1st Cavalry Division. He adds that the U.S. Army Human Resources Command (HRC) website shows that his unit was awarded the Valorous Unit Award during Operation Desert Storm for the period 15 to 25 February 1991. 3. He provides a copy of HRC Military Awards Branch Approved Unit Awards (page 3) that shows the 1st Battalion, 32nd Armor, 1st Cavalry Division, was awarded the Valorous Unit Award for the period 15 to 25 February 1991. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110003991 on 8 September 2011. 2. The applicant's contention that the previous Board incorrectly identified his unit as the 1st Battalion, 3rd Armor, 1st Cavalry Division, is a new argument that warrants consideration by the Board. 3. The applicant enlisted in the Regular Army on 7 May 1985. Upon completion of training he was awarded military occupational specialty 11M (Fighting Vehicle infantryman). 4. The applicant's DA Form 2-1 (Personnel Qualification Record) shows in: a. item 5 (Oversea Service): * Germany from 17 September 1985 through 2 March 1987 * Saudi Arabia from 7 October 1990 through 17 April 1991 b. item 35 (Record of Assignments): Company C, 1st Battalion, 32nd Armor, 1st Cavalry Division, from 14 April 1987 through 30 December 1991. 5. Headquarters, 2nd Brigade, 1st Cavalry Division, Permanent Orders 36-9, dated 8 April 1991, awarded the applicant the Army Commendation Medal for meritorious service from 13 October 1990 to 4 March 1991. The orders show the applicant was assigned to Company C, Task Force 1st Battalion, 32nd Armor. 6. Headquarters, Department of the Army, General Orders Number 27, dated 27 December 1994, awarded the Valorous Unit Award to Headquarters and Headquarters Company, 2nd Brigade, 1st Calvary Division, and assigned or attached units – which included the 1st Battalion, 32nd Armor – for the period 15 to 25 February 1991. 7. The applicant's DD Form 214 shows he was honorably released from active duty for the convenience of the government under the 1992 Early Transition Program and transferred to the U.S. Army Reserve Control Group (Reinforcement) to complete his Reserve obligation on 31 December 1991. He completed 6 years, 7 months, and 24 days of active service that included 1 year, 11 months, and 27 days of foreign service. a. Item 8a (Last Duty Assignment and Major Command) shows Company C, 1st Tank Battalion, 32nd Armor Regiment (U.S. Army Forces Command). b. Item 18 (Remarks) shows he served in Southwest Asia from 7 October 1990 to 17 April 1991. c. Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized), as corrected by a DD Form 215 (Correction to DD Form 214), does not list the Valorous Unit Award. DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows the applicant was assigned to Company C, 1st Battalion, 32nd Armor, 1st Cavalry Division, from 14 April 1987 through 30 December 1991. a. He served in Iraq during Operation Desert Storm with Company C, Task Force 1st Battalion, 32nd Armor, from 7 October 1990 to 17 April 1991. b. General orders awarded the applicant's unit the Valorous Unit Award for the period 15 to 25 February 1991. 2. Therefore, it would be appropriate to correct the applicant's DD Form 214 to show the Valorous Unit Award.
