THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the social security number (SSN) on his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) with an effective date of 10 June 1968 be corrected to show his SSN as shown on a letter from the Social Security Administration (SSA), dated 8 December 2011. 2. The applicant states he believes an error occurred when his SSN was entered on his DD Form 214. 3. The applicant provides: * SSA letter, dated 8 December 2011 * his DD Form 214 CONSIDERATION OF EVIDENCE: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant’s failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant’s failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing. 2. The applicant's military personnel records show he was inducted into the Army of the United States on 9 September 1966.  At the time of his induction, military members were identified by a military service number. 3. The following documents in his MPRJ identified him with the same SSN, but not the SSN shown on his DD Form 214. * DD Form 398 (Statement of Personal History), signed by him on 28 August 1966 * DA Form 3027 (U.S. Army Request for National Agency Check), dated 20 September 1966 4. On 10 June 1968, he was released from active duty. The SSN on his DD Form 214 is not the same SSN shown in his MPRJ. 5. His records do not contain a DA Form 2139 (Military Pay Voucher). 6. The letter he submitted, dated 8 December 2011, from the SSA confirms the SSN shown on his DD Form 398 and DA Form 3027 has been his SSN since his date of birth. 7. Army Regulation 635-5 (Separation Documents), in effect at the time, stated the SSN in item 3 (Social Security Number) of the DD Form 214 would be transcribed from the Soldier's DA Form 2139. DISCUSSION AND CONCLUSIONS: 1. During the period of his service, Soldiers were primarily identified by their military service number. However, the letter from the SSA confirms his SSN is the same as shown on his DD Form 398 and the DA Form 3027. 2. Therefore, it would be appropriate to change item 3 (Social Security Number) of his DD Form 214 to show his SSN as shown in the letter, dated 8 December 2011, from the SSA.
