THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests payment of Health Professions Officer Incentive Pay (HPOIP) in the amount of $2,500.00 for Fiscal Year 2011. 2. He states he has not been paid for a Fiscal Year 2011 HPOIP contract. The special pay representative at Blanchfield Army Community Hospital was able to verify his contract has not been paid. 3. He provides a memorandum, dated 15 September 2010, subject: Request for HPOIP. CONSIDERATION OF EVIDENCE: 1. On 8 May 2004, the applicant executed an oath of office as a second lieutenant in the Army of the United States. On 1 July 2008, he executed an oath of office as a Regular Army captain in the Veterinary Corps. 2. His record includes a self-authored memorandum, dated 15 September 2010, subject: Request for HPOIP. The memorandum shows he agreed to serve 1 year of continuous active duty engaged in the practice of veterinary medicine (area of concentration (AOC) 64A) effective 1 October 2010, and he would be paid $2,500.00 as a result of entering into the agreement. The memorandum shows the Commander, Group Service Support Company, 5th Special Forces Group, approved the agreement. 3. His record shows he is currently serving in the Regular Army in AOC 64A. 4. During the process of this case, the Chief, Army Medical Department (AMEDD) Special Pay Branch, provided an advisory opinion, dated 31 August 2012. The advisory official states a review of the applicant's military pay file is limited because his is a disputed account and not visible to normal inquiry. The advisory official states a "personnel system" indicates a 1-year HPOIP in the amount of $2,500.00 was authorized for the period 1 October 2010 to 30 September 2011. The advisory official recommends the Defense Finance and Accounting Service (DFAS) pay the applicant HPOIP for the period indicated above if no record of a previous disbursement exists. 5. The applicant was given the opportunity to comment on the advisory opinion. He did not respond within the time allotted. 6. On 5 November 2012, a DFAS analyst reviewed the applicant's Master Military Pay Account (MMPA) and found documentation indicating the $2,500.00 HPOIP for the period in question had not been paid. DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows the applicant agreed to serve on continuous active duty in AOC 64A from 1 October 2010 to 30 September 2011 and he was to be paid HPOIP in the amount of $2,500.00 as a result of this agreement. 2. The Chief, AMEDD Special Pay Branch, confirms he was authorized HPOIP in the amount of $2,500.00 for the period in question. A DFAS analyst reviewed the applicant's MMPA and verified the applicant did not receive HPOIP for the period in question. 3. In view of the foregoing, it would be appropriate to correct his record to show the HPOIP agreement he signed on 15 September 2010 was received and acted upon by DFAS in a timely manner. As a result of this correction he should be paid the HPOIP specified in the agreement.
