THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show she was not commissioned through a Reserve Officer抯 Training Corps (ROTC) scholarship program. 2. The applicant states the "Yes" entry in item 15b (Commissioned Through ROTC Scholarship) of her DD Form 214 is limiting her use of the GI Bill education benefits. She contacted the Norfolk State University ROTC unit and they could not verify the reason for the code. 3. The applicant provides a copy of her DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant was commissioned and entered active duty as a Health Services officer on 1 September 2007. 2. She was discharged on 10 January 2012 under the provisions of Army Regulation 200-8-24, paragraph 3-5, due to miscellaneous/general reasons, in the rank of captain. She had served 4 years, 4 months, and 10 days of active service. Item 15b does contain the entry "Yes." 3. There is no documentation in the applicant's Integrated Personnel Management System record concerning the source of her commissioning. 4. Army Regulation 600𤾄4 (Officer Transfers and Discharges), paragraph 3-5 provides the rules for processing unqualified resignations. 5. Title 10, U.S. Code, Section 2107 concerns the financial assistance program for specially selected individuals. Subparagraph (b) lists the eligibility rules and responsibilities of recipients of financial assistance as cadets or midshipmen. DISCUSSION AND CONCLUSIONS: 1. There is no information in the available records to show the applicant was not an ROTC scholarship student and she has provided none. 2. The applicant has not submitted any evidence or convincing argument sufficient to support of her request.
