THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests award of the Global War on Terrorism Service Medal and any other authorized award. 2. The applicant states he didn't know he was entitled to this medal until he recently talked to a Veteran Service Officer (VSO). 3. The applicant provides copies of a forwarding letter from a State of Illinois VSO, his 2005 DD Form 214 (Certificate of Release or Discharge from Active Duty) for uncharacterized entry level separation, his 2007 DD Form 214 for honorable release from active duty training (ADT), and a Wikipedia description of the medal. CONSIDERATION OF EVIDENCE: 1. The applicant, a member of the Illinois Army National Guard and a Reserve of the Army, served on ADT from 6 May 2007 through 25 October 2007 a period of 5 months, and 25 days. He was released from ADT due to completion of required service. 2. His DD Form 214 lists his authorized awards as the National Defense Service Medal and the Army Service Ribbon. 3. Army Regulation 600-8-22 (Military Awards) states the Global War on Terrorism Service Medal is authorized for award to members of the Armed Forces of the United States who have participated in Global War on Terrorism operations outside of the areas of eligibility (AOE) designated for award of the Global War on Terrorism Expeditionary Medal, Afghanistan Campaign Medal, or Iraq Campaign Medal. All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated, on or after 11 September 2001 to a date to be determined having served 30 consecutive days or 60 nonconsecutive days are authorized the GWOTSM. DISCUSSION AND CONCLUSIONS: The applicant was on ADT. There is no available evidence that he was mobilized for service in the Global War on Terrorism and he is not authorized the Global War on Terrorism Service Medal.
