THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests that his date of rank (DOR) as a Medical Corps (MC) captain (CPT) be adjusted to reflect his prior service as a field artillery (FA) CPT and commissioned officer. 2. The applicant states he served as a FA officer in the rank of CPT prior to accepting an appointment in the MC as a CPT; however, he did not receive constructive service credit (CSC) for his prior service as an FA officer. 3. The applicant provides a list of documents provided with his application on page 6 of his application. CONSIDERATION OF EVIDENCE: 1. The applicant was commissioned as a U.S. Army Reserve (USAR) field artillery second lieutenant on 10 May 2002. He was ordered to active duty and completed the Basic Officer Leader Course at Fort Sill, Oklahoma. 2. On 1 December 2003, he was promoted to the rank of first lieutenant. On 15 June 2005, he was honorably released from active duty and transferred to the USAR Control Group (Individual Ready Reserve). 3. Meanwhile, on 12 August 2008, the applicant applied for and was accepted into the Health Professions Scholarship Program (HPSP). He was promoted to the rank of CPT on 30 November 2008. He completed the HPSP and earned his Doctor of Medicine degree on 5 June 2011. 4. On 9 June 2011, he was commissioned as a Regular Army MC officer in the rank of CPT. He was granted 4 years of CSC for his doctor’s degree and 1 year, 8 months, and 18 days of CSC for his prior service. 5. He completed his internship at Walter Reed National Medical Center and was transferred to Fort Carson, Colorado for his first assignment. 6. In the processing of this case a staff advisory opinion was obtained from the U.S. Army Recruiting Command at Fort Knox, Kentucky which opines that the entry grade credit the applicant was awarded is correct as he was only granted one-half credit for his prior service as a FA officer because that service was not performed in the corps or professional specialty for which he was appointed. 7. The advisory opinion was provided to the applicant for comment and to date, no response has been received by the staff of the Board. 8. Department of Defense Instruction 6000.13 (Medical Manpower and Personnel) provides, in pertinent part, that credit for one-half year for each year of experience up to a maximum of three years of constructive credit may be granted for experience in a health profession if such experience is directly used by the Military Service concerned. DISCUSSION AND CONCLUSIONS: 1. The applicant’s contention that he is entitled to additional CSC for his service as FA officer has been noted. 2. The applicant was granted one-half CSC for his prior service credit as a FA officer because it did not relate to his specialty as an MC officer. 3. Therefore, in the absence of evidence to show otherwise, there appears to be no basis to grant his request for additional CSC for his prior service.
