BOARD DATE: 12 November 2014 DOCKET NUMBER: AR20140018405 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show he held military occupational specialty (MOS) 89D (Explosive Ordnance Disposal Specialist) for 2 years and 11 months. 2. The applicant states a clerical, administrative, or technical error resulted in the MOS error shown on his DD Form 214. 3. The applicant provides the following documents in support of his request: * DD Form 214 * Enlisted Record Brief (ERB) CONSIDERATION OF EVIDENCE: 1. The applicant's military record shows he enlisted in the Regular Army on 16 March 2010. He was trained in and awarded MOS 11B (Infantryman). 2. The applicant's official military personnel file (OMPF) contains Explosive Ordinance Disposal Training Detachment, Permanent Order Number 287-14, dated 14 October 2011. It shows primary MOS (PMOS) 11B was withdrawn and he was awarded PMOS 89D on 14 October 2011. 3. On 24 September 2014, the applicant was honorably discharged from active duty in the rank and grade of sergeant/E-5 to accept a commission or warrant of the Army. He had completed 4 years, 6 months, and 9 days of creditable active duty service during this period. 4. Item 11 (Primary Specialty) of the applicant's DD Form 214 contains an entry showing he held MOS 89D2O for 0 years and 0 months. 5. Army Regulation 635-8 (Separation Processing and Documents) prescribes the transition processing function of the military personnel system. a. Chapter 5 of Army Regulation 635-8 provides detailed instructions for completing separation documents, including the DD Form 214. It provides that the DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge. b. Paragraph 5-6k states for item 11 to enter the titles of all MOSs awarded and held for at least 1 year during the current period of service and include for each MOS, the number of years and months held. For time determinations, 16 or more days counts as a month. Do not count time in training (basic training, advanced individual training, Basic Officer's Leader Course, or MOS-producing school). Primary MOS is awarded by Service school completion or by publication of orders awarding the MOS. DISCUSSION AND CONCLUSIONS: 1. The applicant contends item 11 of his DD Form 214 should be corrected to show he held PMOS 89D for 2 years and 11 months. 2. The evidence of record contains official orders which confirms the applicant was awarded PMOS 89D on 14 October 2011. He continuously held this specialty for 2 years, 11 months, and 10 days, at which time he was discharged from active duty on 24 September 2014. Therefore, the applicant's claim is corroborated by the evidence of record and his DD Form 214 should be corrected to show he held MOS 89D2O for 2 years and 11 months.
