The applicant enlisted in the Regular Army on 14 September 1989. He completed training as an intelligence senior sergeant. 2. After completing 25 years and 17 days of net active service he retired due to obtaining sufficient service for retirement. 3. The applicant's DD Form 214: a. does not show the following: * Southwest Asia Service Medal with three bronze service stars * German Army Marksmanship Badge – Gold * Royal Netherlands Army Parachutist Badge MFF * ASI W8 b. does show: * ASIs 5W and 2S in block 11 * he completed the RMS Course in 2000 and ARL-M Imagery and Radar Training Course in 1998 4. The applicant provides an MFR from the U.S. Army Office of Military Support, Senior Human Resources NCO, dated 9 October 2014, listing his overseas assignments. These assignments are not listed on his ERB nor are they listed on his DD Form 214. He also provides copies of numerous certificates of training; training course diplomas; and Orders 320-05, dated 16 November 2010, awarding him the MFF Parachutist Badge (W8). 5. Information obtained from the Defense Finance and Accounting Service (DFAS) reveals that per the applicant's Master Military Pay Account (MMPA), he received hostile fire/imminent danger pay for service in Saudi Arabia from 1 January 1991 through 30 April 1991 and for service in Uzbekistan from 16 July 2003 through 20 August 2003. 6. Army Regulation 600-8-22 (Military Awards) states the Southwest Asia Service Medal is awarded to members of the Armed Forces of the United States serving in Southwest Asia and contiguous waters or airspace there over, on or after 2 August 1990 to 30 November 1995. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Approved designated campaigns are: * Defense of Saudi Arabia (2 August 1990 to 16 January 1991) * Liberation and Defense of Kuwait (17 January to 11 April 1991) * Cease-Fire Campaign (12 April 1991 to 30 November 1995) 7. Army Regulation 635-8 (Separation Processing and Documents) prescribes the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for the preparation of the DD Form 214. The regulation states that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge. a. It states for block 11 to enter the titles of all MOSs awarded and held for at least 1 year during the current period of service and include for each MOS the number of years and months held. For time determinations, 16 or more days counts as a month. Do not count time in training (basic training, advanced individual training, or MOS-producing school). Primary specialty MOS is awarded by Service school completion or by publication of orders awarding the MOS. For an enlisted Soldier, specify the first five characters of the military occupational specialty code (MOSC), which includes three characters of the MOS, the fourth character of skill and grade level in the MOS, and the fifth character of a special qualification identifier, if applicable. Enter “O” when not applicable. A single ASI may be listed immediately following the five-character MOSC. b. It further states: * In block 13 – List all federally recognized awards and directions for all periods of service. Do not use abbreviations. Do not enter foreign or State level awards on DD Form 214. * In block 14 – List formal in-service (full-time attendance) training courses successfully completed during the period of service covered by the DD Form 214 of at least 1 week or 40 hours duration. Include course title, length in weeks, and month and year completed. This information is to assist the Soldier in job placement and counseling; therefore, training courses for combat skills will not be listed. * In block 18 – For an active duty Soldier deployed with his or her unit during their continuous period of active service, the statement "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)" will be entered in block 18. Only deployment in an imminent danger/hostile fire zone will be reflected. DISCUSSION AND CONCLUSIONS: 1. The applicant's contentions have been noted. His supporting evidence has been considered. 2. The German Army Marksmanship Badge – Gold and the Royal Netherlands Army Parachutist Badge MFF are foreign awards that, according to the applicable regulation, are not to be included on the DD Form 214. Additionally, there are no provisions for including more than one ASI on the DD Form 214. Therefore, the two foreign awards and the additional ASI are properly not listed on his DD Form 214. Block 13 on his DD Form 214 should be amended to show he is authorized the Southwest Asia Service Medal with three bronze service stars. 3. The "CFE" Treaty Orientation Course and MIDBRET Course to which the applicant refers should not be added on his DD Form 214. There is no available evidence to show that any of these three courses were 1 week or 40 hours in length. By regulation only those courses successfully completed during the period of service covered by the DD Form 214 of at least 1 week or 40 hours duration will be included on the DD Form 214. 4. It appears the RMS, Secondary Imagery Dissemination System Training, and ARL-M Imagery and Radar Training Courses to which the applicant refers are already listed in block 14 on his DD Form 214. Therefore, no further reference will be made to these courses. However, his DD Form 214 should be amended to add the remaining training courses to which he refers. 5. The MFR, dated 9 October 2014, lists five of the applicant's overseas assignments. These assignments are not listed on his ERB. However, information obtained from the DFAS reveals that per the applicant's MMPA, he received hostile fire/imminent danger pay for service in Saudi Arabia from 1 January 1991 through 30 April 1991 and for service in Uzbekistan from 16 July 2003 through 20 August 2003. These dates of service should be added in block 18 on the applicant's DD Form 214.
