THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his earlier request for correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Combat Infantryman Badge. As a new issue, he requests addition of the Valorous Unit Award to his DD Form 214. 2. The applicant states he earned these awards while serving in the Army as an infantryman while deployed in support of Operation Desert Storm from 24 December 1990 through 4 May 1991 with the 1st Battalion, 7th Infantry Regiment (Mechanized). 3. The applicant provides orders for award of the Combat Infantryman Badge and Valorous Unit Award. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140004626 on 23 October 2014. 2. The applicant provided Headquarters, 1st Armored Division, Permanent Orders 7-30, dated 30 March 1991, and Headquarters, U.S. Army Forces Central Command, Permanent Orders 33-1, dated 3 March 1992, These orders are new evidence that merit consideration by the Board at this time. 3. The applicant's complete military records are not available for review. His DD Form 214 shows he enlisted in the Regular Army on 20 February 1990 and he trained as a fighting vehicle infantryman. He served in Southwest Asia from 24 December 1990 to 4 May 1991. On 26 May 1992, he was honorably released from active duty. 4. Headquarters, 1st Armored Division, Permanent Orders 7-30, dated 30 March 1991, awarded him the Combat Infantryman Badge for active ground combat for the period 17 January 1991 to 2 March 1991 in support of Operation Desert Storm. 5. Headquarters, U.S. Army Forces Central Command, Permanent Orders 33-1, dated 3 March 1992, awarded the Valorous Unit Award to 1st Battalion, 7th Infantry Regiment (Mechanized), for exceptionally meritorious service in support of Operation Desert Storm during the period 24-28 February 1991. 6. His DD Form 214 does not show the Combat Infantryman Badge or Valorous Unit Award as authorized awards. His DD Form 214 shows his last duty assignment and major command as Company C, 1st Battalion, 7th Infantry Regiment, under U.S. Army Europe. REFERENCES: Army Regulation 635-5 (Separation Documents), in effect at the time, prescribed the separation documents that must be prepared for Soldiers upon retirement, discharge, or release from active duty service or control of the Active Army. It established standardized policy for preparing and distributing the DD Form 214. The instructions stated to list awards and decorations for all periods of service in the priority sequence specified in Army Regulation 600-8-22 (Military Awards). DISCUSSION: 1. Permanent orders show the applicant was awarded the Combat Infantryman Badge. His DD Form 214 does not show this badge. 2. Permanent orders show his unit was awarded the Valorous Unit Award during his assignment in Southwest Asia.
