THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her record by removing the order that awarded her the Parachutist Badge from her Official Military Personnel File (OMPF). 2. The applicant states the order was added to her record by the Airborne School Operations Office prior to graduation. She suffered a jump injury during the school and did not graduate. 3. The applicant provides Orders 14297-402, issued by Headquarters, U.S. Army Maneuver Center of Excellence, Fort Benning, GA, dated 24 October 2014. CONSIDERATION OF EVIDENCE: 1. The applicant is a Regular Army captain currently serving on active duty as a member of the Army Nurse Corps. 2. On 24 October 2014, Headquarters, U.S. Army Maneuver Center of Excellence, published Orders 14297-402 awarding her the Parachutist Badge. The order is filed in the performance portion of her OMPF. 3. A telephonic conversation on 9 April 2015 between the analyst of record and a staff member of the U.S. Army Airborne School confirmed the applicant was enrolled in the Basic Airborne Course in October 2014, but she did not graduate because she sustained a jump injury. 4. Army Regulation 600-8-104 (Army Military Human Resource Record Management) prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the OMPF. Chapter 3, paragraph 3-6 addresses the authority for filing or removing documents in the OMPF folders. It provides that the Army Board for Correction of Military Records may direct removal of documents filed in the OMPF. DISCUSSION AND CONCLUSIONS: 1. The evidence clearly shows Headquarters, U.S. Army Maneuver Center of Excellence, Fort Benning, GA, Orders 14297-402, dated 24 October 2014, which awarded her the Parachutist Badge for successful completion of airborne training, was prepared prior to the completion date of the course. This is common practice among Army schools in order to facilitate the timely preparation of certificates prior to graduation ceremonies. 2. The purpose of maintaining the OMPF is to protect the interests of both the U.S. Army and the Soldier. In this regard, the OMPF serves to maintain an unbroken, historical record of a Soldier's service, conduct, duty performance, and evaluation periods, and any corrections to other parts of the OMPF. Once placed in the OMPF, the document becomes a permanent part of that file and will not be removed from or moved to another part of the OMPF unless directed by an appropriate authority. 3. The applicant acknowledges she did not complete airborne training and did not earn the Parachutist Badge. The existence of erroneous orders awarding the Parachutist Badge in her performance fiche is a detractor that stands out as soon as her records are reviewed. There is no harm to the Army or to the Soldier if the orders awarding her the Parachutist Badge are removed from her OMPF. Therefore, she is entitled to the requested relief.
