THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his previous request to correct his record to show he served as a crew chief on fixed-wing aircraft during his service in the Republic of Vietnam (RVN). 2. The applicant states that he has not been able to provide proof of being a crew chief on CV2 Caribou fixed-wing aircraft while he was assigned to the 92nd First Flight Platoon Base in Da Nang, RVN, from June 1966 through December 1966. However, he has some tail numbers of the aircraft, the names painted on the nose side of the plane, and information from the internet. The Air Force took possession of those aircraft from the Army in 1967 and he does not know if the 92nd Aviation Company was dissolved after he left the Army in December of 1966 or any time later. 3. He further contends that after each mission he signed in and out of the log book as Specialist Four (SP4) [name] and all the missions were logged as combat assault. In 1968 he received a letter from the Department of the Army awarding him the primary military occupational specialty (PMOS) 67H (Multi-Engine Observation Airplane Mechanic). 4. The applicant provides: * Numerous photographs of aircraft, field locations, and Soldiers * National Personnel Records Center letter, dated 19 February 2014 * Internet article, 14th Combat Aviation Battalion “Versatility” Patch * 92nd Aviation-Company Certificate * Department of the Army memorandum, dated 15 February 1968 * Letter Orders Number 06-1121883, dated 29 June 1971 CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140006126, on 13 November 2014. 2. The applicant provides as new evidence several photographs which were not previously reviewed by the ABCMR. 3. The original Record of Proceedings indicated that there was insufficient evidence to show he served as a crew chief during his service in the RVN. 4. The applicant served in the Regular Army from 14 July 1965 to 13 July 1967. 5. His DA Form 20 (Enlisted Qualification Record) shows he: * held PMOS 67A (Aircraft Maintenance Crewman) * was assigned to the 92nd Aviation Company, RVN, performing the duties of a light wheeled truck driver from 23 December 1965 to 13 December 1966 (this entry lists his duty MOS as 67A, which contradicts the duties described) 6. A review of his military personnel record failed to find flight records or documents showing the applicant performed the duties of a crew chief during his service in the RVN. 7. The applicant provides an internet article discussing the 14th Combat Aviation Battalion patch and numerous photographs with handwritten notes. These notes contain the names of individuals, tail numbers of aircrafts (if known), and locations. In addition, he provides orders awarding him PMOS 67H, effective 15 February 1968, which was after his release from active duty. DISCUSSION AND CONCLUSIONS: 1. The applicant requested reconsideration to correct his record to show he served as a crew chief on fixed-wing aircraft during his service in the RVN. 2. The ABCMR decides cases on the evidence of record; it is not an investigative body. The ABCMR begins its consideration of each case with the presumption of administrative regularity. The applicant has the burden of proving an error or injustice by a preponderance of the evidence. The available record does not appear to be in error. 3. The applicant’s sincerity is not in question; however, the documents and photographs he provided are not sufficient evidence upon which to determine that he performed the duties of a crew chief. It is noted that his DA Form 20 contains an administrative error in regards to whether he performed the duties of aircraft maintenance crewmen (67A) or a truck driver while assigned to the RVN. Corrections to the DA Form 20 are not normally made after the Soldier’s separation. There is no evidence that this ambiguous entry has done him harm.
