THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of her previous request for award of the Overseas Service Ribbon with numeral "3" and correction of item 12f (Foreign Service) of her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 24 June 2003. 2. The applicant states she believes the Board misread the evidence that supports her request. 3. The applicant provides: * a self-authored statement * page 2 of the Record of Proceedings in Army Board for Correction of Military Records (ABCMR) Docket Number AR20140013491 * a copy of her DD Form 214 * 2 DD Forms 215 (Correction to DD Form 214) * Air Force Form 2224 (Air Force Commendation Medal Certificate) CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20140013491 on 26 March 2015. 2. The applicant submitted a new argument that warrants consideration by this Board. 3. The applicant enlisted in the Regular Army on 30 July 1991. She served on active duty as an animal care specialist until she was honorably released from active duty (REFRAD) on 12 October 1999, and transferred to an Army National Guard unit in the rank/grade of specialist four/ E-4. The DD Form 214 she was issued at the time of her REFRAD shows she was awarded the Overseas Service Ribbon with numeral "2" (denoting a 2nd award). 4. On 1 July 2002, while serving in the U.S. Army Reserve (USAR), she was ordered to active duty in support of Operations Iraqi Freedom and Enduring Freedom. 5. On 24 June 2003, the applicant was honorably REFRAD due to completion of her required period of active service, following the completion of 11 months and 24 days of active service during this period. a. Item 12f of the DD Form 214 she was issued at the time of her REFRAD does not indicate any foreign service. b. Item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) of the DD Form 214 she was issued at the time shows she was previously awarded the Overseas Service Ribbon with numeral "2." c. Item 18 (Remarks) shows she deployed to Kuwait during the period 20020806 – 20030322, Iraq during the period 20030323 – 20030509, and Kuwait during the period 20030510 – 20030517, for a total of 9 months and 12 days of foreign service. 6. According to the Awards Branch at U.S. Army Human Resources Command (HRC), Iraq and Afghanistan are considered isolated areas where tour lengths have not been established by the Department of Defense. Soldiers who serve 11 cumulative months in a 24-month period or 9 months continuous in Iraq or Afghanistan get credit for a completed short tour. 7. Information received from HRC on 29 November 2011 indicates they were provided guidance from the Army G-1 in January 2006 to award short tour credit to those Soldiers who served a combat deployment/operational deployment (non-combat) tour for 9 months or 8 months and 16 days or more. Therefore, the Overseas Service Ribbon may be granted if the applicant served at least 8 months and 16 days on his/her tour. DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows the applicant served 9 months and 12 days of foreign service during her last deployment. However, item 12f of her DD Form 214 for the period ending 24 June 2003 is void of any recorded foreign service. 2. The available evidence shows she was previously awarded the Overseas Service Ribbon with numeral "2." She subsequently served 9 months and 12 days of foreign service in Iraq and Kuwait, for which she meets the regulatory criteria for award of the Overseas Service Ribbon with numeral "3." However, her DD Form 214 for the period ending 24 June 2003 does not indicate she was previously awarded the Overseas Service Ribbon with numeral "3."
