THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 21 September 2012 by: * amending item 6 (Reserve Obligation Termination Date) * amending item 9 (Command to which Transferred) * amending item 11 (Primary Specialty) to reflect skill qualification identifier (SQI) "V" (Ranger) 2. He was never present nor stationed at Fort Knox, KY; the only location he was stationed at was Fort Stewart, GA. It appears the error occurred at the time of his discharge. Item 11 reflects his status as an infantryman only and does not reflect his Ranger training or status. 3. The applicant provides his DD Form 214WS (Certificate of Release or Discharge from Active Duty Worksheet). CONSIDERATION OF EVIDENCE: 1. As for the applicant’s request to correct item 9 of his DD Form 214, he was provided a DD Form 215 (Correction to DD Form 214) correcting item 9 of his DD Form 214 to show assignment to a California Army National Guard (ARNG) unit. This issue will not be discussed any further in these proceedings. 2. The applicant’s DD Form 4 (Enlistment/Reenlistment Document - Armed Forces of the United States), dated 6 April 2009, shows he enlisted in the U.S. Army Reserve (USAR) Delayed Entry Program (DEP) for 8 years of which 3 years and 19 weeks was considered an active duty obligation and 4 years and 33 weeks is to be served in the Reserve component. Based on this contract, his statutory and contracted military service obligation is 5 April 2017. 3. He was discharged from the DEP and ordered to active duty on 2 June 2009. He was honorably released from active duty on 21 September 2012 and transferred to the ARNG. He was awarded military occupational specialty 11B (Infantryman) and completed 3 years, 3 months, and 20 days of creditable active service. 4. Item 6 of the DD Form 214 he was issued for this period of service shows his reserve obligation termination date as 5 April 2017. 5. A DA Form 7249-R (Certificate and Acknowledgement of Service Requirements and Methods of Fulfillment for Individuals Enlisting or Transferring into Units of the Army National Guard upon REFRAD/Discharge from Active Army Service) shows he acknowledged enlistment with the ARNG for at least the remainder of his statutory service obligation. 5. A review of his enlisted record brief (ERB) and military personnel records failed to reveal evidence of award of the Ranger SQI or a diploma verifying his completion of Ranger training. 6. The Army Training Requirements and Resources System shows the U.S. Army's Ranger Course consists of approximately 9 weeks of training conducted by the 75th Ranger Regiment at Fort Benning, GA. Upon successful completion of all phases of Ranger training, a Soldier is awarded an SQI and the Ranger Tab. DISCUSSION AND CONCLUSIONS: 1. The applicant incurred an 8 year statutory military service obligation upon entry into the service on 6 April 2009. Therefore, the date 5 April 2017 in item 6 of his DD Form 214 is correct. 2. There is no evidence of record and the applicant provides none to show he satisfactorily completed the prescribed training for award of the Ranger SQI.
