THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his earlier request to correct his DD Form 214 (Certificate of Release or Discharge from Active Duty) to reflect his service in Kosovo. 2. The applicant states, in effect, the Board's decision was made in error. He provides evidence he was in Kosovo. 3. The applicant provides a DA Form 638 (Recommendation for Award), dated 13 February 2002, and a memorandum, dated 30 October 2000, subject: Strategic Air Evacuation Notification. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140008022 on 6 January 2015. 2. The applicant provides two documents which were not previously considered. This is new evidence that warrants consideration by the Board. 3. The applicant enlisted in the Regular Army on 28 June 1999. 4. His DA Form 2-1 (Personnel Qualification Record - Part II) shows in: * item 5 (Oversea Service) - Germany from 2 December 1999 through 30 August 2001 * item 35 (Record of Assignments) - 501st Military Police Company, Bad Kreuznach, Germany, from 7 December 1999 to 30 August 2001 5. He was honorably discharged on 17 September 2002. His DD Form 214, as amended by a DD Form 215 (Correction to DD Form 214), dated 9 February 2015, shows no entries in item 18 (Remarks) which reflect a deployment to Kosovo. He was awarded or authorized: * Army Commendation Medal * Army Good Conduct Medal (1st Award) * National Defense Service Medal * Afghanistan Campaign Medal with two bronze service stars * Global War on Terrorism Service Medal * Overseas Service Ribbon * Army Service Ribbon * Expert Marksmanship Qualification Badge with Pistol Bar * Expert Marksmanship Qualification Badge with Grenade Bar * Marksman Marksmanship Qualification Badge with Rifle Bar 6. In email, dated 12 December 2014, sent by the Defense Finance and Accounting Service (DFAS), the official had indicated: a. The applicant received hostile fire pay/imminent danger pay (HFP/IDP) and combat zone tax exclusion (CZTE) for service in Kuwait for the period 3 June 2000 through 31 December 2000. b. However, a reexamination by DFAS of the applicant's Master Military Pay Account, conducted 7 March 2016, revealed the location for that period was actually Macedonia, not Kuwait. 7. The applicant provides a memorandum, dated 30 October 2000, subject: Strategic Air Evacuation Notification, which shows he was medically evacuated from Camp Bondsteel, Kosovo to Landstuhl Regional Medical Center on or about 2 November 2000. REFERENCES: 1. Army Regulation 600-8-22 (Military Awards) prescribes policy and procedures for military awards. It states: a. The Kosovo Campaign Medal is awarded to members of the Armed Forces of the United States who, after 24 March 1999, participated in or served in direct support of designated operations, including Operation Allied Force (24 March 1999 through 10 June 1999) area of eligibility. Service members must be bona fide members of a unit participating in or be engaged in direct support of the operation for 30 consecutive days in the area of eligibility or for 60 nonconsecutive days provided this support involves entering the operation's area of eligibility or meet one or more of several other, specified criteria. b. For the Kosovo Campaign Medal, a bronze service star is awarded for each campaign in which a Soldier participates. One of the campaigns listed in the regulation is Kosovo Defense Campaign - 11 June 1999 to a date to be determined. 2. Army Regulation 635-5 (Personnel Separations - Separation Documents), in effect at the time, prescribed policies and procedures for the completion of DD Form 214. Item 18 for an active duty Soldier deployed to a foreign country with his or her unit during their continuous period of active service, enter the statement "SERVICE IN (name of country deployed) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)." DISCUSSION: 1. DFAS shows the applicant was deployed to Macedonia during the period 3 June 2000 through 31 December 2000. He provides a document which shows he was medically evacuated from location in Kosovo during this period. DFAS is considered the authoritative source when determining foreign service credit based on receipt of HF/IDP and CZTE. However, their system may not show all locations to which a Soldier may been sent during this deployment. Based upon the document provided by the applicant, it is reasonable to presume he served in both Macedonia and Kosovo during this period. 2. His service in Kosovo qualifies him for the Kosovo Campaign Medal. Additionally, based on the foregoing, he has qualifying service for one Kosovo campaign (Kosovo Defense Campaign - 11 June 1999 to a date to be determined).
