Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his earlier request for correction of his DD Form 214 (Report of Separation from the Armed Forces of the United States) to show award of the Presidential Unit Citation (PUC). 2. The applicant states: a. He was stationed at Clark Air Force Base in the Philippines from February 1953 to November 1954. He was not in Otsu, Japan. b. The PUC was awarded while he was stationed in the Philippines and he and others in his command are clearly wearing it in the group photograph. They were told all units on the base at that time were authorized the award and they certainly would not have worn it nor would their supervisors have allowed it if it weren't so. 3. The applicant provides: * undated letter of explanation * three meal cards * three photographs CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140012716 on 2 April 2015. 2. The documentation provided by the applicant is new evidence that warrants consideration by the Board at this time. 3. His complete military records are not available to the Board for review. A fire destroyed approximately 18 million service members' records at the National Personnel Records Center in 1973. It is believed that the applicant's records were lost or destroyed in that fire. However, there were sufficient documents remaining in a reconstructed record for the Board to conduct a fair and impartial review of this case. 4. His available records contain his DD Form 214 showing he enlisted in the Regular Army on 25 January 1952 for a period of 3 years. 5. He provided: * three meal cards from Clark Air Force Base, dated September, October, and November 1954 * a photograph of a Soldier and a security guard jeep * a photograph of the Field Station 8609, Administrative Area Unit (AAU), building * a photograph of a security guard jeep 6. He was honorably released from active duty on 29 December 1954. 7. His DD Form 214 shows: a. His most significant duty assignment as "1676 Fld [Field] Station 8609 AAU." b. He was awarded or authorized the Korean Service Medal, United Nations Service Medal, and National Defense Service Medal. 8. Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register) does not show the 1676th Field Station or 8609 AAU was awarded the PUC. 9. On 2 April 2015, the ABCMR denied his request for award of the PUC because there was no evidence his unit was cited for this award. 10. He provided an undated self-authored letter which states: * the 8609th AAU was at Clark Air Force Base in the Philippines * he was there from February 1953 to November 1954 * their fighter planes/jets flew all day from February to April 1953 * his job as a radio operator was in support of combat operations REFERENCES: 1. Army Regulation 600-8-22 (Military Awards) states the PUC (known as the Distinguished Unit Citation until 3 November 1966) is awarded for extraordinary heroism in action. A unit must display such gallantry, determination, and esprit de corps in accomplishing its mission as would warrant award of the Distinguished Service Cross to an individual. 2. Department of the Army Pamphlet 672-1 contains a register of unit citations and campaign participation credits for World War II and the Korean War. It assists commanders and personnel officers in determining or establishing the eligibility of individual members for campaign participation credit, assault landing credit, unit citation emblems, and occupation duty credit for World War II and the Korean War.
