THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his 27 January 2015 DD Form 214 (Certificate of Release or Discharge from Active Duty) to show all of his awards, specifically to include the Expert Marksmanship Qualification Badge with Rifle and Hand Grenade Bars and the Joint Civilian Service Commendation Medal. 2. The applicant states the personnel office did not have his DD Form 215 (Correction to the DD Form 214) and his weapons scorecard at the time the 27 January 2015 DD Form 214 was issued. 3. The applicant provides copies of his 2006 DD Form 214, a 2009 DD Form 215, 2015 DD Form 214, a 2014 DD Form 220 (Active Duty Report), DA Form 3595 (Record Fire Scorecard), a DA Form 3517-R (Hand Grenade Qualification Scorecard), and documentation of award of the Joint Civilian Service Commendation Award. CONSIDERATION OF EVIDENCE: 1. The applicant served on active duty in the Navy from 19 January 2000 through 18 July 2006. He was discharged from the U.S. Navy Reserve (Inactive) on 9 September 2007. 2. On 1 May 2009, a DD Form 215 was issued correcting the applicant's 18 July 2006 DD Form 214. It lists all of his awards and decorations (as displayed in the table below) and includes the Outstanding Volunteer Service Medal that was not included on the 18 July 2006 DD Form 214. 3. On 4 May 2011, the applicant, as a Department of Defense (DoD) civilian, was awarded the Joint Civilian Service Commendation Award by the Supreme Allied Commander Europe for the period 1 May 2009 to 20 May 2011. 4. The applicant enlisted in the Army Reserve (USAR) on 27 November 2013 and served on active duty for training from 21 April 2014 through 3 July 2014 and 15 September 2014 through 27 January 2015. 5. The applicant's 30 May 2014 Record of Fire Scorecard (Rifle) and 4 June 2014 Hand Grenade Qualification Scorecard show he qualified as an expert on both of these weapons systems. Neither of the badges are included on his latest DD Form 214. 6. The applicant's Integrated Personnel Electronic Management System (iPERMS) record contains copies of an undated Joint Service Achievement Medal citation for exceptional meritorious achievement during an intercept and inspection mission on 9 February 2003, two Joint Service Achievement Medal award certificates for meritorious service, dated 24 October 2003 and 25 June 2004 respectively, and a Joint Service Commendation Medal award certificate. No other awards or decorations are documented in the iPERMS file. 7. Army Regulation (AR) 635-5 (Separation Documents) establishes standardized policy for preparing and distributing the DD Form 214 and states: a. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge. b. All awards and decorations for all periods of service are to be listed, at block 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized), in the priority sequence as specified in Army Regulation 600-8-22. Abbreviations are not to be used. 2. AR 600-8-22 (Military Awards) sets forth the policy, criteria, and administrative instructions concerning individual and unit military awards. It states that the term “award” is an all-inclusive term covering any decoration, service medal, badge, ribbon, or appurtenance bestowed on an individual or unit (civilian or military). The term “ribbon” is an all-inclusive term covering that portion of the suspension ribbon of a service medal or decoration that is worn instead of the service medal or decoration. AR 672-20 (Incentive Awards) provides policy on the use of both monetary and honorary incentive awards for civilian employees. This regulation applies to all direct-hire Army civilian personnel (including U.S. Army Reserve technicians and foreign nationals) paid from appropriated funds. 4. Department of the Army Pamphlet (DA Pam) 670–1 (Uniform and Insignia Guide to the Wear and Appearance of Army Uniforms and Insignia) provides the implementation procedures for wear and appearance of Army uniforms and insignia. The applicable regulations are rather ambiguous as to what awards and decorations are and are not authorized for inclusion on a DD Form 214. 2. AR 635-5 states only that all awards for all periods are to be listed on the DD Form 214 in the order set forth in AR 600-8-22. 3. AR 600-8-22 lists the types of awards that may be authorized to military personnel including the category "U.S. non-military personal decorations" but further refers to AR 670-1 and DA Pam 670–1 for additional information. AR 600-8-22 does not address what awards are authorized to be included on a DD Form 214. 4. The list of U.S. non-military decorations in DA Pam 670–1 does not include the Joint Civilian Services Commendation Medal. 5. The applicant was awarded the Joint Civilian Services Commendation Medal by the Supreme Allied Commander Europe while serving in a DoD civilian capacity. Although the medal was authorized and awarded by the DoD, it is not a military award as defined for inclusion on a DD Form 214. 6. The applicant was awarded the Joint Service Achievement Medal on three occasions, twice for meritorious service and once for meritorious achievement. His 27 January 2015 DD Form 214 shows award of only two of the three medals. 7. The applicant's first DD Form 214 and the DD Form 215 both show the applicant was authorize Joint Service Meritorious Unit Award twice; however, the 27 January 2015 DD Form 214 shows only a single award. 8. The applicant's record shows he is qualified for award of the Expert Marksmanship Qualification Badge with Rifle and Hand Grenade Bars; however neither of these badges are included on his 27 January 2015 DD Form 214. 9.
