THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of a DA Form 87 (Certificate of Training) that is filed in his Army Military Human Resource Record (AMHRR) and Official Military Personnel File (OMPF) in the integrated Personnel Electronic Records Management System (iPERMS). 2. The applicant states the Environmental Compliance Officer Course certificate should not be filed in his OMPF/AMHRR because it was an online (non-resident) course and should not have been uploaded to his records. 3. The applicant provides a copy of the DA Form 87. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 30 November 1994 and he is currently serving on active duty in the rank of master sergeant/pay grade E-8 in military occupational specialty 68W (Health Care Noncommissioned Officer). 2. A review of the applicant's military service records in iPERMS, shows: * the DA Form 87 under review is filed under the title "Course Completion Certificate 40 or More Hours" and document name "CRS COMPL 40" in the – * OMPF, Performance (Education) folder * AMHRR, Personnel Records Review (Education) folder * The DA Form 87 certified that the applicant successfully completed the Environmental Compliance Officer Course, 18–22 November 2013 (40 Hours), at Fort Drum, NY, and that the certificate was signed by Lieutenant Colonel Michael K. T____, Program Manager REFERENCES: 1. Army Regulation 600-8-104 (AMHRR Management) provides policies, operating tasks, and steps governing the AMHRR, which includes the OMPF. Depending on the purpose, documents will be filed in the AMHRR in one of seven sections: performance, service, restricted, finance, deployment/mobilization, personnel records review, and/or finance records review. Once placed in the AMHRR, the document becomes a permanent part of that file. a. The list of Authorized Documents provides the following guidance for filing the DA Form 87 (Certificate of Training): Primary Folder(s): Performance, Personnel Records Review. It instructs to file only certificates issued by activities listed in the Army Training Requirements and Resources System (ATTRS) Course Catalog. File as "CRS COMPL 40" or "CRS COMPL LESS 40 HRS" based on course length. b. Chapter 3 (AMHRR Management Program), paragraph 3-6 (Authority for filing or removing documents in the AMHRR folders), shows that only documents pertaining to a Soldier's military career will be filed in the AMHRR. Once properly filed in the AMHRR, the document will not be removed from the record unless directed by, in pertinent part, one of the following – * the Official Records Custodian for administrative purposes (this includes, but is not limited to deleting or moving mistakenly filed documents from the performance or service folder to the restricted folder and vice versa) * Army Board for Correction of Military Records (ABCMR) 2. A search of the ATRRS Course Catalog (www.atrrs.army.mil) revealed a list of several Environmental Compliance courses, including the Environmental Compliance Officer Course. DISCUSSION: 1. The applicant contends that a DA Form 87 that is filed in his AMHRR/OMPF in iPERMS should be removed because it was issued based on completion of an online (non-resident) course and should not have been uploaded to his records. 2. A review of the DA Form 87 shows the applicant completed the 40-hour Environmental Compliance Officer Course during the period 18 to 22 November 2013 at Fort Drum, NY. There is no evidence of record that shows the course was completed as an online or non-resident course. 3. The evidence of record shows the DA Form 87 will be filed in the performance and personnel records review folders. 4. By regulation, in order to remove a document/record from the AMHRR/OMPF there must be compelling evidence to support its removal. a. There is insufficient evidence that shows the DA Form 87 was issued in error or that it was issued based on online (non-resident) course completion. b.
