Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his service in Afghanistan and a personal appearance before the Board. 2. The applicant states his Afghanistan deployment is not shown on his DD Form 214. However, the form lists the Global War on Terrorism Service Medal. He worked hard for 9 months during his Afghanistan deployment. He wants to receive all of his privileges. He did not notice the error upon receipt of his DD Form 214. 3. The applicant provides a copy of his DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 23 September 2010 and he held military occupational specialty 91D (Power Generation Equipment Repairer). 2. Orders Number CP-264-0255 issued by Headquarters, 101st Airborne Division, Fort Campbell, KY on 20 September 2012, deployed him in support of Operation Enduring Freedom to Afghanistan on or about 15 November 2012, for 270 days. 3. He was honorably released from active duty on 2 March 2014 and was transferred to the U.S. Army Reserve. He was credited with completing 3 years, 5 months, and 10 days of net active service this period. His DD Form 214 lists in: * Item 12f (Foreign Service) – zero credit * Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) – * Army Commendation Medal * Army Good Conduct Medal * National Defense Service Medal * Global War on Terrorism Service Medal * Army Service Ribbon * Driver and Mechanic Badge with Mechanic Bar * Item 18 (Remarks) – no entry indicating he deployed to Afghanistan 4. On 3 February 2016, the Defense Finance and Accounting Service (DFAS) verified the applicant received hostile fire/imminent danger pay and combat zone tax exclusion for his deployment to Afghanistan from 15 November 2012 through 21 July 2013, a period of 8 months and 7 days. REFERENCES: 1. Army Regulation 635-8 (Separation Processing and Documents) prescribes the preparation of separation documents. It states the DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. The regulation states: * Item 12f – will list the total amount of service performed outside the continental United States during the period covered by the DD Form 214 * Item 13 – will list all authorized awards * Item 18 – for active duty Soldiers deployed with his/her unit during their continuous period of active duty, will list the entry, "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)" 2. Army Regulation 600-8-22 (Military Awards) states: a. The Afghanistan Campaign Medal is authorized for individuals who served in direct support of OEF on or after 24 October 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF. Campaign participation during his period of service in Afghanistan included Transition I from 1 July 2011 through 31 December 2014. b. A bronze service star is awarded for each campaign listed in Appendix B of this regulation and states that authorized bronze service stars will be worn on the appropriate service medal for one or more days of participation in each designated campaign. 3. Army Regulation 15-185 (Army Board for Correction of Military Records (ABCMR)), paragraph 2-11, states applicants do not have a right to a hearing before the ABCMR. The Director or the ABCMR may grant a formal hearing (personal appearance) whenever justice requires. DISCUSSION: 1. The evidence of record confirms the applicant served in Afghanistan from 15 November 2012 through 21 July 2013, a period of 8 months and 7 days. His DD Form 214 does not list this deployment and foreign service credit. 2. He completed a qualifying period of service for award of the Afghanistan Campaign Medal with one bronze service star. His DD Form 214 does not list this award. 3. With respect to his request for a personal appearance before the Board, by regulation, an applicant is not entitled to a hearing before the Board. Hearings may be authorized by a panel of the Board or by the Director of the ABCMR.
