THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his previous request for correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show he was awarded the Air Medal and the Combat Infantryman Badge. 2. The applicant states on 27 January 1970, he was awarded the Air Medal and it is not shown on his DD Form 214 or his DD Form 215 (Correction to DD Form 214). He states his military occupational specialty (MOS) was 11B (light weapons infantryman) when he was in Vietnam, he meets all requirements for award of the Combat Infantryman Badge, and it should be added on his DD Form 214. 3. The applicant provides copies of an Air Medal Citation and Certificate. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140011415 on 4 February 2015. 2. The applicant enlisted in the Regular Army on 28 August 1968. He completed training as a light weapons infantryman. He arrived in Vietnam on 21 January 1969 and he was assigned to Company B, 3rd Battalion, 7th Infantry Regiment, 199th Infantry Brigade. 3. The applicant departed Vietnam en-route to the United States on 20 January 1970. He was honorably released from active duty on 27 August 1970 at the expiration of his term of service. 4. A further review of the applicant's Official Military Personnel File (OMPF) and the Awards and Decorations Computer-Assisted Retrieval System (ADCARS), an index of general orders issued during the Vietnam Era between 1965 and 1973 maintained by the Military Awards Branch of the United States Army Human Resources Command, failed to reveal any orders awarding the applicant the Air Medal. 5. The applicant provides copies of an Air Medal Citation and Certificate showing he was awarded the Air Medal on 27 January 1970, for meritorious achievement while participating in aerial flight in the Republic of Vietnam during the period 2 April to 19 October 1969. REFERENCES: Army Regulation 600-8-22 (Military Awards) states: a. The Combat Infantryman Badge is awarded to infantry officers and to enlisted and warrant officer persons who hold an infantry MOS. They must have served in active ground combat while assigned or attached to an infantry unit of brigade, regimental or smaller size. b. The Air Medal is awarded in time of war for heroism and for meritorious achievement or service while participating in aerial flight. This award is primarily intended for personnel on flying status but may also be awarded to those personnel whose combat duties require them to fly; for example, personnel in the attack elements of units involved in air-land assaults against an armed enemy. As with all personal decorations, formal recommendations, approval through the chain of command, and announcement in orders are required. DISCUSSION: 1. The applicant's contentions are noted. 2. Although, he provides copies of an Air Medal Citation and Certificate, there are no orders in his OMPF or in ADCARS awarding him the Air Medal. 3.
