THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of item 12h (Effective Date of Pay Grade) of his DD Form 214 (Certificate of Release or Transfer from Active Duty) for the period ending 1 August 2015 to show the entry 9 May 2014. 2. The applicant states he was commissioned as a second lieutenant (2LT) on 9 May 2014. 3. The applicant provides his DD Form 214 and DA Form 71 (Oath of Office-Military Personnel). CONSIDERATION OF EVIDENCE: 1. The applicant signed the Oath of Office accepting an appointment as a 2LT in the Texas Army National Guard (TXARNG) on 9 May 2014. 2. National Guard Bureau Special Orders 178 AR, dated 27 June 2014, show the applicant was granted initial appointment and Federal recognition as a 2LT effective 9 May 2014. 3. He completed a period of active duty training from 1 April to 1 August 2015 and he was issued a DD Form 214. This document shows his rank as 2LT in item 4a (Grade, Rate or Rank). Item 12h lists his effective date of pay grade as 13 August 2011. REFERENCES: Army Regulation 635-5 (Personnel Separations-Separation Documents) prescribes the separation documents which are prepared for individuals upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for preparing and distrusting the DD Form 214. Paragraph 2-4 states to enter the effective date of promotion to the current pay grade as shown on the most recent promotion order (or reduction instrument) in item 12h. DISCUSSION: The applicant accepted a commission as a 2LT on 9 May 2014 and he was extended Federal recognition on the same date.
