THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the following corrections to his DD Form 214 (Certificate of Release or Discharge from Active Duty) with a retirement date of 31 October 2015: * delete the Armed Forces Expeditionary Medal with Fleet Marine Force (FMF) Combat Operations Insignia * add the Armed Forces Reserve Medal with bronze hourglass 2. The applicant states his DD Form 214 correctly shows he was awarded the Armed Forces Expeditionary Medal. However, it also shows he was awarded the Armed Forces Expeditionary Medal with FMF combat operations insignia. He never served in the U.S. Marine Corps. He is only entitled to one Armed Forces Expeditionary Medal based on his service in Kuwait between June 1999 and July 2000. 3. The applicant provides: * A memorandum, dated 10 May 1990, subject: Award of the Armed Forces Reserve Medal * DD Form 214 worksheet * DD Form 214 * Officer Record Brief (ORB) CONSIDERATION OF EVIDENCE: 1. The applicant previously completed 1 year and 18 days of active service. On 10 May 1980, he was appointed a Reserve commissioned officer in the grade of second lieutenant. 2. On 2 July 1987, he was ordered to active duty with an obligated active duty commitment of 3 years. He served in Kuwait from 15 June 1999 - 3 July 2000. 3. A memorandum, dated 10 May 1990, from Headquarters, U.S. Army Communications - Electronics Command, subject: Award of the Armed Forces Reserve Medal, awarded him the Armed Forces Reserve Medal (1st Award) for the period 10 May 1980 to 10 May 1990. 4. A worksheet for his DD Form 214 showed he was awarded the Armed Forces Expeditionary Medal and the Armed Forces Reserve Medal. 5. On 31 October 2015, he retired and was placed on the Retired List the following day. His awards on his DD Form 214 include the Armed Forces Expeditionary Medal and the Armed Forces Expeditionary Medal with Fleet Marine Force Combat Operations Insignia. The award of the Armed Forces Reserve Medal with bronze hourglass is not shown. 6. His ORB shows he was awarded one award of the Armed Forces Expeditionary Medal and one award of the Armed Forces Reserve Medal. 7. Army Regulation 600-8-22 (Military Awards) states the 10-year-device is authorized for wear on the Armed Forces Reserve Medal to denote each 10-year-period. A bronze hourglass will be awarded upon completion of the first 10-year period. 8. Department of Defense (DOD) Manual 1348.33, Volume 3, Enclosure 3, paragraph 15k, states the FMF combat operations insignia is a miniature bronze Marine Corps emblem that may be authorized by the Marine Corps for wear by Navy personnel attached to and operating with units of the Marine Corps operating forces, or by Navy personnel attached to Navy units operating with units of the Marine Corps operating forces and under Marine Corps operational control during combat operations. DISCUSSION AND CONCLUSIONS: 1. He contends he never served with the U.S. Marine Corps. The DOD Manual 1348.33 states the FMF combat operations insignia is awarded to Navy personnel meeting established criteria. The entry for the Armed Forces Expeditionary Medal with Fleet Marine Force Combat Operations Insignia on his DD Form 214 is an error. 2. Orders show he was awarded the Armed Forces Reserve Medal (1st Award). His DD Form 214 should show he was awarded the Armed Forces Reserve Medal with bronze hourglass.
