THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her record to show his home of record (HOR) is an address in Houston, TX vice an address in Patterson, LA. 2. The applicant states that both she and a relative are no longer residing at her current HOR in Patterson, LA. 3. The applicant provides a memorandum requesting a HOR change. CONSIDERATION OF EVIDENCE: 1. The applicant is a private first class currently serving in the Regular Army (RA). 2. On 31 January 2012, the applicant enlisted in the RA for a period of 5 years and 33 weeks. Her HOR was recorded as an address in Patterson, LA. 3. The applicant provided a memorandum requesting to change her HOR from Patterson, LA to Houston, TX. 4. Army Regulation 600-8-104 (Army Military Human Resource Records Management) states in chapter 5 that the term "home of record" means the place (city and state or country) recorded as the home of the individual when commissioned, reinstated, appointed, reappointed, enlisted, reenlisted, inducted, or ordered into the relevant tour of active duty. Official source documents include DA Form 71 (Oath of Office - Military Personnel), active duty letter/order, appointment order, DD Form 4 (Enlistment/Reenlistment Document Armed Forces of the United States), or DD Form 1610 (Request and Authorization for TDY Travel of DOD Personnel) (used for effective date only). a. HOR is used to determine travel entitlements when a Soldier separates from the military. It has nothing to do with voting or paying taxes, registering vehicles, or any of the other privileges of State residency. b. HOR can only be changed if there is a break in service of more than 1 day or to correct an error. Any change in connection with a break in service must be recorded on the DD Form 4 at reenlistment. Corrections to erroneous HOR information in personnel systems can be addressed by the S1. c. Requests for changes to HOR, with complete justification, must be filed with this Board. 5. Army Regulation 601-210 (Active and Reserve Components Enlistment Program) governs eligibility criteria, policies, and procedures for enlistment and processing of persons into the Regular Army, the Army Reserve, and Army National Guard for enlistment. a. An immediate commander or designee may correct minor administrative and typographical errors found after distribution of enlistment forms. b. Figure 6-1 (Sample of DD Form 1966 and instructions) states the entry in item 4 (HOR Address) should be the street, city, county, State, Country, and Zip Code. A temporary address is not to be entered. Address must be in the Continental U.S. (CONUS) or U.S. Territory. 6. The Joint Travel Regulations, Appendix A (Definitions and Acronyms), defines HOR as the place recorded as the home of the individual when commissioned, appointed, enlisted, inducted, or ordered into a tour of active duty. a. The place recorded as the individual’s home when reinstated, reappointed, or reenlisted remains the same as that recorded when commissioned, appointed, enlisted or inducted or ordered into the tour of active duty unless there is a break in service of more than one full day. Only if a break in service exceeds one full day may the member change the HOR. b. Travel and transportation allowances are based on the officially corrected recording in those instances when, through a bona fide error, the place originally named at time of current entry into the Service was not in fact the actual home. Any such correction must be fully justified and the home, as corrected, must be the member’s actual home upon entering the Service, and not a different place selected for the member's convenience. DISCUSSION AND CONCLUSIONS: 1. The applicant’s HOR at the time of her initial enlistment was an address in Patterson, LA. 2. While her home address may have subsequently changed, there are no provisions for updating this entry unless she has a break in service.
