Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of his University of Maryland, Baltimore County (UMBC), transcript, dated 12 June 2004, from his Official Military Personnel File (OMPF). 2. The applicant states: * he has been unable to obtain an additional copy of his transcript from the university * he has filed several claims on the matter and he has not received anything back * he plans to file another claim after he obtains legal advice * the university has stated they have no record of his attendance * his OMPF contains the only copy of the transcript and he would like to have it removed under provisions for erroneous documents until he can get the matter resolved and he resubmits his transcript * he believes the transcript is in error and he has had it removed from all of his paperwork except his OMPF * he has obtained an associate's degree and he is working on a bachelor's degree without the UMBC transcripts * he did not discover the error with his transcript until he applied for a master's degree outside UMBC 3. The applicant provides: * two UMBC transcripts, dated 12 June 2004 * self-authored memorandum to UMBC, dated 20 December 2015 * two Enlisted Record Briefs (ERBs) * email CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 19 July 1994 and he is presently serving in the rank of master sergeant. 2. The UMBC transcript in question is filed in the performance folder of his OMPF in the interactive Personnel Electronic Records Management System. This transcript shows: * the remark "void" stamped on it * he earned 129 credit hours * he was awarded a "BBA" (Bachelor of Business Administration) on 12 June 2004 3. His Integrated Web Services record in the U.S. Army Human Resources Command (HRC) Soldier Management System shows the UMBC transcript was added to his records on 26 October 2004. 4. He provided: a.  a copy of his ERB, dated 26 September 2015, that shows he completed 72 semester hours of civilian education; b.  a copy of his ERB, dated 29 December 2015, that shows he completed 90 semester hours of civilian education; c.  copies of his UMBC transcript, dated 12 June 2004, with and without the remark "void;" d.  email correspondence to and from UMBC, Army Review Boards Agency, and personnel at HRC. 5. His records are void of and he failed to provide any evidence showing the UMBC transcript filed in his records is in error. REFERENCES: Army Regulation 600-8-104 (Army Military Human Resource Records Management) prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the OMPF. a.  The purpose of the OMPF is to preserve permanent documents pertaining to enlistment, appointment, duty stations, assignments, training, qualifications, performance, awards, medals, disciplinary actions, insurance, emergency data, separation, retirement, casualty, and any other personnel actions. b.  Appendix B is the authoritative source for documents authorized for filing in the OMPF. Depending on the purpose, documents will be filed in the OMPF in one of three folders: performance, service, or restricted. Once placed in the OMPF, the document becomes a permanent part of that file. c.  Appendix B shows transcripts are filed in the performance folder of the OMPF. Transcripts must be from an accredited college or university to be filed in the OMPF as verified by the Department of Education. File all transcripts for enlisted. DISCUSSION: 1. The applicant's request for removal of his UMBC transcript, dated 12 June 2004, was carefully considered. 2. Although the applicant states the transcript in question is in error and should be removed from his records, the governing regulation states to file all transcripts for enlisted Soldiers.
