Evidence and Consideration IN THE CASE OF: BOARD DATE: 10 October 2017 DOCKET NUMBER: AR20160002410 BOARD DETERMINATION/RECOMMENDATION: The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by: a. deleting from the applicant's DD Form 214 the Armed Forces Reserve Medal with 20-year Device Silver Hourglass and b. adding to the applicant's DD Form 214 the Armed Forces Reserve Medal with 30-year Device Gold Hourglass. ___________x______________ CHAIRPERSON I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case. IN THE CASE OF: BOARD DATE: 10 October 2017 DOCKET NUMBER: AR20160002410 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 31 May 2014 to show award of the Armed Forces Reserve Medal (AFRM) with 30-year Device. 2. The applicant states the issuance of the AFRM with 20-year device for the period 18 April 1992 through 17 April 2002 established the next award period. 3. The applicant provides a memorandum and a copy of his DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant served on Active Duty from 23 August 1977 to 25 November 1982, when he was honorably released from active duty and transferred to the U.S. Army Reserve. He served through multiple reenlistments in the USAR. 2. The applicant was ordered to active duty on 13 June 1999. 3. His record contains a memorandum, published by the U.S. Army Reserve Personnel Command, St. Louis, MO, on 20 August 2002, subject: AFRM. This memorandum states the applicant had been awarded the AFRM (2nd Award) for the period 18 April 1992 through 17 April 2002 for completing 10 qualifying years in a 12-year period. 5. His record does not contain a memorandum awarding him the AFRM with 30-year Device (Gold Hourglass). 6. His DD Form 214 shows he was honorably retired on 31 May 2014. This form lists the AFRM with 20-year Device (Silver Hourglass), but does not reflect the AFRM with 30-year Device Gold Hourglass. REFERENCES: Army Regulation 600-8-22 (Military Awards) states the AFRM is awarded for honorable and satisfactory service as a member of one or more of the Reserve Components for a period of 10 years. The conditions for award of the Armed Forces Reserve Medal require that a minimum of 50 retirement points be earned for each of the 10 qualifying years and that the qualifying service be completed within 12 consecutive years. The Ten-Year Device (hourglass with Roman numeral "X") is authorized for wear on the Armed Forces Reserve Medal to denote each 10-year period of Reserve Component service. The first 10-year period is denoted by a bronze hourglass, the second 10-year period by a silver hourglass, and the third by a gold hourglass. DISCUSSION: 1. The evidence of record shows the applicant was awarded the AFRM with 20-year Device (Silver Hourglass), which is the second award, for the period 18 April 1992 through 17 April 2002. 2. The period for the third award, the AFRM with 30-year Device (Gold Hourglass), is from 18 April 2002 through 17 April 2012. The applicant was serving on active duty during this period so he would have met the criteria pertaining to qualifying years. 3. The applicant's DD Form 214 does not reflect the AFRM with 30-year Device Gold Hourglass, though he appears to have met the criteria for this award. //NOTHING FOLLOWS// ABCMR Record of Proceedings AR20150000953 Enclosure 1 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS ABCMR Record of Proceedings (cont) AR20160002410 2 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS Enclosure 1 ABCMR Record of Proceedings (cont) AR20160002410 2 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS Enclosure 2
