Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the addition of his Purple Heart and Republic of Vietnam Gallantry Cross with Palm Unit Citation to his DD Form 214 (Armed Forces of the United States Report of Discharge). 2. The applicant states these awards were omitted from his DD Form 214. 3. The applicant provides General Orders (GO) Number 87, dated 11 June 1970. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 25 March 1964. He was awarded military occupational specialty (MOS) 64B (Heavy Vehicle Driver). 2. Item 29 (Qualifications in Arms) of his DA Form 20 (Enlisted Qualification Record) shows he was awarded the Expert Marksmanship Qualification Badge with Machine Gun Bar (M-60). 3. On 8 August 1967, he was honorably released from active duty and transferred to the U.S. Army Reserve (USAR) Control Group (Reinforcement). His DD Form 214 for this period shows he completed 3 years, 4 months, and 4 days of active service. He was awarded or authorized: * Army Good Conduct Medal (1st Award) * National Defense Service Medal * Expert Marksmanship Qualification Badge with Rifle Bar (M-14) 4. On 1 November 1967, he reenlisted in the Army and continued serving as a heavy vehicle driver. He was honorably discharged on 27 July 1969 to accept appointment as a warrant officer. His DD Form 214 shows he completed 1 year, 8 months, and 26 days of active duty this period of service. He was awarded or authorized: * National Defense Service Medal * Expert Marksmanship Qualification Badge with Rifle Bar (M-14) 5. On 28 July 1969, he was appointed as a warrant officer in the USAR for attendance at Warrant Officer Candidate School. He completed rotary wing training and was awarded MOS 100B (Utility/Observation Helicopter Pilot). 6. His DA Form 66 (Officer Qualification Record) shows he served in Vietnam from 14 October 1969 to 1 November 1970. Section 18 (Record of Assignments) shows during his service in Vietnam he was assigned to the 237th Medical Detachment, U.S. Army Vietnam. Section 23 (Qualification in Arms) of this form shows he qualified expert with the M-16 Rifle and the .38 Caliber Pistol 7. GO Number 87, issued by Headquarters, 18th Surgical Hospital, on 11 June 1970, awarded him the Purple Heart for wounds received in action on 10 June 1970. 8. GO Number 653, issued by Headquarters, U.S. Army Vietnam, on 24 February 1971, awarded him the Air Medal (2nd through 19th award) for meritorious achievement from 21 November 1969 to 27 September 1970. 9. On 23 November 1971, he was honorably discharged. His DD Form 214 shows he completed 2 years, 3 months, and 25 days of active service with 1 year and 17 days of foreign service. He was awarded or authorized: * National Defense Service Medal * Army Aviator Badge * Vietnam Service Medal * Army Good Conduct Medal (1st Award) * Republic of Vietnam Campaign Medal with Device (1960) REFERENCES: 1. Army Regulation 600-8-22 (Military Awards) states the Vietnam Service Medal is awarded for qualifying service in Vietnam after 3 July 1965 through 28 March 1973. A bronze service star is awarded for wear on the Vietnam Service Medal for participation in each campaign. During his service in Vietnam, campaign participation credit was awarded for the following four campaigns. * Vietnam Summer-Fall 1969 (9 June – 31 October 1969) * Vietnam Winter-Spring (1 November 1969 – 30 April 1970) * DA Sanctuary Counteroffensive (1 May – 30 June 1970) * Vietnam Counteroffensive, Phase VII (1 July 1970 – 30 June 1971) 2. Department of the Army Pamphlet 672-3 (Unit Citation and Campaign Participation Credit Register) shows all units in Vietnam were awarded the Republic of Vietnam Gallantry Cross with Palm Unit Citation as confirmed by Department of the Army General Order Number 8, dated 1974. 3. Army Regulation 635-5 (Separation Documents), in effect at the time, stated enter from item 21 of the DA Form 66, or section 9 of DA Form 20 all decorations, service medals, campaign credits, and badges awarded or authorize. Army Regulation 600-8-22 gives the order of precedence for awards and decorations. Only decorations, medals, and ribbons are listed. Certificates of achievement, letters of appreciation, and similar documents are not listed. DISCUSSION: 1. GO awarded the applicant the Purple Heart and the Air Medal (2nd through 19th Award). These awards are not listed on his DD Form 214. 2. GO awarded the unit to which he was assigned the Republic of Vietnam Gallantry Cross with Palm Unit Citation. In addition, he served in Vietnam during four campaigns for which he was not awarded four bronze service stars with his already-awarded Vietnam Service Medal. These awards are not listed on his DD Form 214. 3.
