Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 6 May 2007 to show award of the Armed Forces Service Medal. 2. The applicant states, in effect, he was awarded the Armed Forces Service Medal for participation in Operation Jump Start. He is currently serving in the Air National Guard and is unauthorized to wear this medal on his dress uniform until it is reflected on his DD Form 214. His Texas Army National Guard unit has been inactivated. 3. The applicant provides: * DD Form 214 for the period ending 6 May 2007 * memorandum from the Principal Deputy, Office of the Under Secretary of Defense, dated 10 July 2008 CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Texas Army National Guard on 17 May 2004. 2. On 1 July 2006, he was ordered to active duty in support of Operation Jump Start. On 6 May 2007, he was honorably released from active duty. 3. His DD Form 214 for the period ending 6 May 2007 does not show award of the Armed Forces Service Medal. Item 18 (Remarks) of his DD Form 214 states "ORDERED TO ACTIVE DUTY IN SUPPORT OF OPERATION JUMPSTART TITLE #32." 4. He provided a memorandum from the Principal Deputy, Office of the Under Secretary of Defense, dated 10 July 2008, authorizing award of the Armed Forces Service Medal for Operation Jump Start for the period 15 May 2006 through 15 July 2008 for those service members who deployed to the area of eligibility for Operation Jump Start. The area of eligibility for Operation Jump Start is designated as the states of Texas, New Mexico, Arizona, and California. 5. On 16 May 2010, he was honorably discharged from the Texas Army National Guard by reason of expiration of active status commitment in the Selected Reserve. REFERENCES: Army Regulation 600-8-22 (Military Awards) states the Armed Forces Service Medal may be awarded to members of the Armed Forces of the United States for operations for which no other U.S. campaign or service medal is approved and who, after 1 June 1992 participate or have participated as members of U.S. military units in a U.S. military operation deemed to be a significant activity and encounter no foreign armed opposition or imminent threat of hostile action. Service members must be bona fide members of a unit participating in or engaged in direct support of the operation for 30 consecutive days in the area of eligibility (or for the full period when an operation is of less than 30 days' duration) or 60 nonconsecutive days provided this support involves entering the area of eligibility. Table 2-6 (Armed Forces Service Medal – Designated U.S. Military Operations) shows award of the Armed Forces Service Medal was approved for Operation Jump Start during the period 15 May 2006 to 15 July 2008 for participants deployed in the states of Texas, New Mexico, Arizona, and California only. DISCUSSION: 1. The memorandum from the Principal Deputy, Office of the Under Secretary of Defense, authorized award of the Armed Forces Service Medal for participation in Operation Jump Start for the period 15 May 2006 through 15 July 2008. 2. The evidence of record shows the applicant was ordered to active duty as a member of the Texas Army National Guard on 1 July 2006 in support of Operation Jump Start and he was released from active duty on 6 May 2007. He met the eligibility criteria for award of the Armed Forces Service Medal.
