Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, correction of item 18 (Remarks) of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 5 October 2008 to show "SERVICE IN AFGHANISTAN 20071218-20080914" instead of "SERVICE IN IRAQ 20071218-20080914." 2. The applicant states: a.  The country location is incorrect. He never served in Iraq, only in Afghanistan. b.  Everything else on his DD Form 214 identifies Afghanistan and Operation Enduring Freedom and it is unclear to him how the error occurred. c.  He overlooked the error for years until he discovered what the code "IZ" meant on his Officer Record Brief and compared his DD Form 214 to his Officer Record Brief. 3. The applicant provides: * DA Form 67-9 (Officer Evaluation Report) for the period 11 July 2007 to 10 July 2008 * DA Form 1506 (Statement of Service – For Computation of Length of Service for Pay Purposes), dated 3 April 2013 * DD Forms 214 for the periods ending 10 July 2007 and 5 October 2008 * DA Form 5016 (Chronological Statement of Retirement Points), dated 10 July 2017 CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the U.S. Army Reserve on 28 April 2000 for a period of 8 years under the Delayed Entry/Enlistment Program. He was discharged from the Delayed Entry/Enlistment Program on 16 May 2000 for immediate enlistment in the Regular Army. He enlisted in the Regular Army on 17 May 2000 for a 3-year period. 2. On 28 February 2003, he enlisted in the Army National Guard for a period of 4 years, 11 months, and 11 days during transition processing. 3. On 16 May 2003, he was honorably released from active duty in the Regular Army. 4. On 2 May 2004, he extended his enlistment in the Army National Guard for a period of 3 years. 5. On 5 February 2005, he submitted a DD Form 368 (Request for Conditional Release) for enlistment in the U.S. Army Reserve. His troop commander approved his request on the same date with an effective release date of 1 May 2005. 6. On 9 February 2005, he enlisted in the U.S. Army Reserve for a period of 3 years. 7. On 27 January 2007, he accepted an appointment as a Reserve commissioned officer in the rank of second lieutenant. 8. U.S. Army Human Resources Command Orders T-02-702343, dated 27 February 2007, ordered him to active duty for training for a period of 108 days for the Engineer Basic Officer Leader Course with a reporting date of 25 March 2007. 9. On 10 July 2007, he was honorably released from active duty for training. 10. 81st Regional Readiness Command Orders 07-239-00099, dated 27 August 2007, ordered him to active duty for a period of 400 days in support of Operation Enduring Freedom effective 27 September 2007. 11. On 19 August 2008, he was promoted to first lieutenant. 12. U.S. Army Human Resources Command Orders R-09-889292, dated 22 September 2008, ordered him to active duty in an Active Guard Reserve status for a period of 3 years effective 6 October 2008. 13. Defense Finance and Accounting Service records show he received imminent danger pay for the period 1 January 2008 through 30 September 2008 for service in Afghanistan. 14. On 5 October 2008, he was released from active duty. Item 18 of his DD Form 214 shows, in part, "SERVICE IN IRAQ 20071218-20080914." 15. On 1 June 2011, he was promoted to captain. 16. U.S. Army Human Resources Command Orders R-09-889292A01, dated 1 June 2011, amended Orders R-09-89292, dated 22 September 2008, to show his active duty commitment as indefinite effective 1 June 2011. 17. U.S. Army Human Resources Command Orders B-12-708552, dated 22 December 2017, show his effective date for promotion to major as 1 January 2018. REFERENCES: Army Regulation 635-8 (Separation Processing and Documents) prescribes policy and procedural guidance relating to transition management. It consolidates the policies, principles of support, and standards of service regarding processing personnel for transition. Chapter 5 provides detailed instructions for data required in each block of the DD Form 214. The instructions for item 18 stated for active duty Soldiers deployed with their unit during their continuous period of active service, enter "SERVICE IN (name of country deployed) FROM (inclusive dates)." DISCUSSION: Defense Finance and Accounting Service records show he received imminent danger pay for service in Afghanistan rather than Iraq.
