THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of the previous Army Board for Correction of Military Records (ABCMR) decision as promulgated in Docket Number AR20150004667 on 12 November 2015. Specifically, he requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 4 February 1983 to show he was separated in the rank/grade of specialist four (SP4)/E-4, and to show his service in the U.S. Army Reserve (USAR). 2. The applicant states his time and rank is not record on his DD Form 214. 3. The applicant provides: * his DD Form 214 for the period ending 4 February 1983 * Orders 7-1, issued by Company B, 3rd Battalion, 18th Infantry Regiment on 25 September 1984 * Notification of Annual Training, dated 7 February 1985 * DA Form 1380 (Record of Individual Performance of Reserve Duty Training), dated 26 April 1985 * DA Form 2 (Personnel Qualification Record – Part I) * an extract of DA Form 2-1 (Personnel Qualification Record – Part II) * DA Form 4651-R (Request for Reserve Component Assignment or Attachment), dated 18 September 1986 * Request for Correction of Chronological Statement of Retirement Points for USAR Troop Program Members, undated * Orders 0-09-070211, issued by the U.S. Army Reserve Personnel Center (ARPERCEN) on 14 September 1988 * DD Form 256A (Honorable Discharge Certificate), dated 16 September 1988 CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records that were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20150004667 on 12 November 2015. 2. The applicant provides new evidence in the form of documentation listed above, which was not considered by the Board in its initial consideration of his case. This new evidence warrants consideration. 3. The applicant enlisted in the USAR on 17 September 1982. 4. The applicant entered active duty for training (ADT) on 15 October 1982, in the rank/grade of private (PV1)/E-1. He completed his initial entry training and was awarded military occupational specialty 11H (Heavy Anti-Armor Weapons Crewman). He was released from ADT on 4 February 1983 and returned to the control of the USAR. His DD Form 214 for this period of active service shows his rank as PV1. His record is void of any additional DD Forms 214. 5. Orders 7-1, issued by Company B, 3rd Battalion, 18th Infantry Regiment on 25 September 1984, show that while serving in the USAR, the applicant was promoted to the rank/grade of specialist four (SP4)/E-4, effective 25 September 1984. 6. Orders 0-09-070211, issued by ARPERCEN on 14 September 1988, show the applicant was honorably discharged from the Ready Reserve on 16 September 1988. These orders show his rank as SP4. 7. The applicant's record is void of evidence that shows he was promoted to the rank of SP4 during a period of active duty service. 8. The applicant provides copies of documents showing his periods of service in the USAR. REFERENCES: Army Regulation 635-5 (Separation Documents), in effect at the time, prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It established the standardized policy for preparing and distributing the DD Form 214. It provided that the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty, providing a brief, clear-cut record of active Army service at the time of release from active duty, retirement or discharge. Members of the USAR receive a DD Form 214 when separated: a. after completing 90 days or more of continuous active duty training, full-time training duty, or active duty support; b. after completing initial active duty for training which resulted in the award of an MOS, even though the active duty was less than 90 days. This includes completion of advanced individual training under the ARNG alternate training program or USAR split training program; and/or c. from special active duty training program tour, (i.e., tours for projects relating to Reserve Component programs that require Reserve Component expertise, such as unit conversions to new weapons systems). DISCUSSION: 1. The applicant requests correction of his DD Form 214 to show his promotion to SP4 and credit for his USAR service. 2. The applicant was issued a DD Form 214 for a period of active service that ended on 4 February 1983. This DD Form 214 shows his rank as PV1. 3. The applicant's record is void of evidence that shows additional periods of active service. While in the USAR, he was promoted to SP4 on 25 September 1984. His record shows he remained a member of the USAR until he was honorably discharged on 16 September 1988. 4. The DD Form 214 is a synopsis of the Soldier's most recent period of continuous active duty, providing a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge.
