THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her military records by showing she is authorized Non-Physician Board Certification Pay (NPBCP) for the period 11 June to 30 September 2015. 2. The applicant states she was only recently informed that she needed to apply for specialty pay. She is a board certified advanced practice nurse in an approved specialty. Because the period for the requested NPBCP extends beyond the current fiscal year, she is required to apply for the back pay. 3. The applicant provides a copy of her National Board of Certification & Recertification for Nurse Anesthetists, dated 11 June 2015. CONSIDERATION OF EVIDENCE: 1. The applicant, at the time of her application, was serving on active duty in the rank of major, Army Nurse Corps, assigned to the Dwight D. Eisenhower Army Medical Center, Fort Gordon, Georgia. 2. She provides documentation showing she is board certified by National Board of Certification & Recertification for Nurse Anesthetists. The period of certification is from 11 June 2015 through 31 July 2017. 3. In the processing of this case an advisory opinion was obtained from the Chief, Army Medical Department Special Pay Branch, Office of The Surgeon General. The advisory official recommends payment of NPBCP for the period 11 June through 30 September 2015. The advisory official states: a. A review of supporting documentation and available special pay and finance data indicates the applicant met all criteria. Upon request, she would have been eligible to receive the discretionary NPBCP for the missing 3-month, 20-day period. The retroactive payment for this total period is approximately $611.00 prior to withholding; exact payment to be determined by the Defense Finance and Accounting Service - Indianapolis (DFAS-IN) utilizing a Health Professions Pay Entry Date (HPPED) or finance MS-Pay-Date of 11 June 2015 for the correct pay rate. b. There is no record of submission, authorization, or payment of NPBCP for the missing period of 11 June through 30 September 2015. c. The applicant is eligible to receive NPBCP for the period 11 June through 30 September 2015. 4. On 29 June 2016, a copy of the advisory opinion was sent to the applicant for her information and opportunity to respond. No response was received. REFERENCES: In accordance with Army Regulation (AR) 37-104-4 (Military Pay and Allowances Policy), chapter 20, dated 8 June 2005, only the Director, DFAS-IN may make settlement affecting the military pay accounts of Soldiers as a result of correction of records by the Army Board for Correction of Military Rescords per provisions of AR 15-185. Therefore, any relief granted should be addressed for action to the Corrections-Claims Section, DFAS-IN. DISCUSSION: 1. The applicant contends that her military records should be corrected by showing she is authorized NPBCP for the period 11 June to 30 September 2015. 2. The evidence shows the applicant is board certified by the National Board of Certification & Recertification for Nurse Anesthetists.
