THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show 3 (or at least 2) bronze service stars with the Iraq Campaign Medal. 2. The applicant states: * he served in Iraq from 14 February to 4 June 2003, during 2 campaigns (Liberation of Iraq and Transition of Iraq) and he was awarded the Global War on Terrorism Medal * he also served in Iraq from 26 January to 26 June 2009 during the Iraqi Sovereignty campaign 3. The applicant provides his DD Form 214 and Officer Record Brief. CONSIDERATION OF EVIDENCE: 1. Having had prior enlisted service, the applicant was appointed as a Reserve commissioned officer and executed an oath of office on 5 May 2001. He entered active duty on 19 May 2001. 2. He served in a variety of command or staff, Stateside or overseas assignments, as indicated below, and he was advanced to the rank of major (MAJ) in November 2010: * Afghanistan, 2013-12-26 to 2014-03-31 * Djibouti, 2013-09-14 to 2013-10-26 * Afghanistan, 2012-07-21 to 2012-12-01 * Yemen, 2011-04-01 to 2011-08-23 * Iraq, 2009-01-26 to 2009-06-26 * Afghanistan, 2006-08-03 to 2007-03-05 * Iraq, 2003-02-14 to 2003-06-04 3. He retired on 31 March 2015 and he was placed on the retired list in his retired rank of MAJ on 1 April 2015. His DD Form 214 show he was awarded or authorized the: * Basic Aviation Badge * Afghanistan Campaign Medal with 3 campaign stars * Bronze Star Medal (2nd Award) * Defense Meritorious Service Medal (2nd Award) * Meritorious Service Medal * Joint Service Commendation Medal * Army Commendation Medal (4th Award) * Army Achievement Medal (5th Award) * National Defense Service Medal (2nd Award) * Global War on Terrorism Expeditionary Medal * Global War on Terrorism Service Medal * Korea Defense Service Medal * Iraq Campaign Medal with campaign star * Noncommissioned Officer Professional Development Ribbon (2nd Award) * Army Service Ribbon * Overseas Service Ribbon * North Atlantic Treaty Organization Medal * Combat Infantryman Badge * Pathfinder Badge * Master Parachutist Badge * Air Assault Badge REFERENCES: Army Regulation 600-8-22 (Military Awards) provides for award of the Iraq Campaign Medal. a. The Iraq Campaign Medal is awarded to Soldiers who have served in direct support of Operation Iraqi Freedom or Operation New Dawn. The period of eligibility is on or after 19 March 2003 to 31 December 2011. Only one award of this medal may be authorized for any individual. Under no condition will personnel receive the Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Afghanistan Campaign Medal, or the Armed Forces Expeditionary Medal for the same action, time period, or service. b. One bronze service star will be worn on the suspension and service ribbon of the Iraq Campaign Medal for participation in each designated campaign. The designated campaigns for Iraq are listed in appendix B of this regulation. Approved campaigns are: * Liberation of Iraq (19 March 2003-1 May 2003) * Transition of Iraq (2 May 2003-28 June 2004) * Iraqi Governance (29 June 2004-15 December 2005) * National Resolution (16 December 2005-9 January 2007) * Iraqi Surge (10 January 2007-31 December 2008) * Iraqi Sovereignty (1 January 2009-31 August 2010) * New Dawn (1 September 2010-31 December 2011) c. Service members qualified for the Global War on Terrorism Expeditionary Medal by reasons of service between 19 March 2003 and 30 April 2005, in Iraq, will remain qualified for the medal. Any such Soldier may be awarded the Iraq Campaign Medal in lieu of the Global War on Terrorism Expeditionary Medal for such service. Soldiers that elect to receive the Global War on Terrorism Expeditionary Medal in lieu of the Iraq Campaign Medal are not authorized bronze service stars for those campaigns in which the Global War on Terrorism Expeditionary Medal is awarded. No Soldier will be entitled to both medals for the same act, achievement, or period of service. DISCUSSION: 1. The applicant deployed to Iraq from 14 February to 4 June 2003. The official start date for Operation Iraq Freedom was 18 March 2003. a. It is reasonable to presume the applicant served in Kuwait from 14 February to 18 March 2003. This period of service qualifies him for award of the Global War on Terrorism Expeditionary Medal. b. He would have presumably served in Iraq from at least 19 March to 4 June 2003 in support of Operation Iraq Freedom. This period of service qualified him for award of the Iraq Campaign Medal. Additionally, he participated in two campaigns (Liberation of Iraq and Transition of Iraq) during this period of service. He was eligible for award of two bronze service stars to be worn with the Iraq Campaign Medal and correction of his DD Form 214 to show these awards. 2. The applicant deployed to Iraq a second time from 26 January to 26 June 2009. He could not receive a second award of the Iraq Campaign Medal because only one award of the Iraq Campaign Medal may be authorized for any individual.
