Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, through his Congressional Representative, reconsideration of his earlier request to correct his DD Form 214 (Certificate of Release or Discharge from Active Duty) by adding his award of the Defense Superior Service Medal (DSSM) in lieu of the Defense Meritorious Service Medal (DMSM) 2. The applicant’s representative states that he received additional compelling evidence from the applicant and asks that the Board reexamine its prior decision. 3. The applicant’s representative provides a copy of Military Personnel Awards Memorandum 93-190, subject: Announcement of Department of Defense Awards, dated 17 May 1993. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20150010942 on 15 March 2016. 2. The original Record of Proceedings (ROP) states that the applicant provided copies of a certificate and citation for award of the DSSM, but did not include the orders announcing the same. Accordingly, the Board denied the applicant’s request. 3. The Military Personnel Awards Memorandum 93-190, dated 17 May 1993, announced the applicant’s award of the DSSM for his service from February 1991 to March 1993. REFERENCES: Army Regulation 600-8-22 (Military Awards) provides that the DSSM was established by Executive Order 11904on 6 February 1976. It is awarded in the name of the Secretary of Defense to members of the Armed Forces of the United States who, after 3 November 1977, distinguished themselves by noncombat meritorious achievement or service. The prescribing directive for the DSSM is Department of Defense Manual 1348.33-M. DISCUSSION: 1. The applicant, through his representative, contends that his DD Form 214 should be corrected by deleting the DMSM and adding the DSSM. 2.
