THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests his college transcript dated 17 September 2013 be removed from his official military personnel file (OMPF). 2. The applicant states his 17 September 2013 transcript is obsolete. The transcript contains his coursework to that date on his master’s degree, which was superseded by a transcript dated 6 January 2016. The transcript dated 3 May 2005 contains his bachelor’s degree, and he wants to retain this transcript in his record. He states he adds a new transcript showing his latest college coursework prior to every board, which leads to the need to remove the last transcript. 3. The applicant provides does not provide any supporting documentation. CONSIDERATION OF EVIDENCE: 1. On 16 February 1993, the applicant enlisted in the Regular Army. He immediately reenlisted on 3 April 1998, on 5 June 2000, and on 4 September 2004 for an indefinite period of years. 2. On 5 March 2002, the applicant voluntarily extended his enlistment until 4 August 2005. 3. Orders 055-00250, issued by the U.S. Army Transportation Center and Fort Eustis, Fort Eustis, VA, dated 24 February 2003, promoted him to staff sergeant (SSG)/E-6. 4. On 3 May 2005, the applicant received a Bachelor of Science degree in Aeronautics from Embry-Riddle Aeronautical University, Daytona Beach, FL. The Official Transcript of Academic Record documenting this degree was filed in the applicant's OMPF. 5. A DA Form 2166-8 (Noncommissioned Evaluation Report) shows on 1 July 2009, the applicant was promoted to sergeant first class (SFC)/E-7. 6. On 17 September 2013, the applicant’s graduate degree transcript from the Embry-Riddle Aeronautical University, Daytona, FL, was filed in his OMPF. The transcript shows he had completed a total of 72 credits toward his Master of Science (MS) degree in Project Management. 7. On 6 January 2016, the applicant submitted an updated transcript from Embry-Riddle Aeronautical University, which was filed in his OMPF. This transcript shows he completed 96 credits toward his MS degree. REFERENCES: 1. Army Regulation 600-8-104 (Military Personnel Information Management/Records) governs the composition of the Army Military Human Resource Record (AMHRR), which includes the OMPF, and states that the performance section is used for filing performance, commendatory and disciplinary data. Once placed in the OMPF, the document becomes a permanent part of that file. The document will not be removed from or moved to another part of the OMPF unless directed by certain agencies, to include this Board. In addition, it states that all enlisted Soldiers’ transcripts of credit from civilian colleges, universities, trade schools, or business schools will be filed in the performance section of the OMPF. 2. Army Regulation 600-8-19 (Enlisted Promotions and Reductions) states Soldiers will review their AMHRR online prior to a promotion board. The servicing personnel office will assist Soldiers by submitting authorized AMHRR documents in accordance with Army Regulation 600-8-104. DISCUSSION: 1. The applicant requests that his college transcript dated 17 September 2013 be removed from his OMPF on the basis that it has been superseded by a transcript dated 6 January 2016, which shows the additional coursework he has completed. He states he submits a new transcript showing his latest college coursework prior to every board, which necessitates removal of an earlier transcript. 2.
