THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests retroactive payment of Non-Physician Board Certification Pay (NPBCP) from 26 June 2015 through 30 September 2015. 2. The applicant states she applied for a non-physician bonus pay which is disbursed monthly. She started receiving the pay as of October 2015 but should have started receiving it in June 2015 when she actually received her practitioner license. She received no back pay for the missing months. She tried to correct this through a bonus pay technician, but received no help from him. Now it is too late to have him or special pay department fix it. She is just trying to recoup payment for the missing months. 3. The applicant provides copies of: * her Certified Registered Nurse Anesthetist Certification * her 26 June 2015 Nation Board of Certification and Recertification for Nurse Anesthetist identification card CONSIDERATION OF EVIDENCE: 1. On 24 January 2012, the applicant was ordered to active duty as an Army Nurse Corps first lieutenant and signed her Oath of Office on 1 March 2012. 2. On 14 August 2012, she applied for and was granted a $5,000.00 per year Army Nurse Corps Incentive Special Pay as a critical care nurse. 3. The applicant was promoted to captain on 28 August 2013. 4. On 26 June 2015, the applicant received her certification as a Certified Registered Nurse Anesthetist. 5. On 28 December 2015 the applicant applied for and was approved for receipt of the Certified Registered Nurse Anesthetist Incentive Special Pay (CRNA ISP). 6. An advisory opinion was obtained from the Chief, Army Medical Department (AMEDD) Special Pay Branch, Office of the Surgeon General. The Chief provided following information and recommendation: a. The applicant had met all criteria for entitlement to the NPBCP. Upon request, the applicant would have been eligible to receive the discretionary NPBCP for the missing period of 26 June 2015 through 30 September 2015. The retroactive payment for this total period is approximately $527 prior to withholding; exact payment should be determined by Defense Finance and Accounting Service (DFAS) utilizing a Health Professions Pay Entry Date (HPPED) or finance MS-Pay-Date of 26 June 2015 for the correct pay rate. b. There is no previous record of submission, authorization, or payment of NPBCP for the period 26 June 2015 through 30 September 2015. 7. A copy of the advisory opinion was forwarded to the applicant, she did not submit a response. REFERENCES: Army Regulation 37-104-4, (Military Pay and Allowances Policy) 8 June 2005, Chapter 20 – Settlement Actions Resulting from Correction of Records by the Army Board for Correction of Military Records (ABCMR); only the Director, DFAS-IN may make settlement actions affecting the military pay accounts of Soldiers as a result of correction of records by the ABCMR per provisions of Army Regulation 15-185. Therefore, any ABCMR relief granted should be addressed for action to the Corrections-Claims Section, DFAS-IN. DISCUSSION: 1. The applicant qualified for receipt of CRNA ISP upon the completion of her certification as a Nurse Anesthetist on 26 June 2015. Her request for CRNA ISP was approved commencing on 1 October 2015. 2.
