The applicant did not file within the three year time frame provided in Title 10, U.S. Code, section 1552 (b); however, the Army Board for Correction of Military Records conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states she was awarded the ARCOM and Cold War award after her discharge. 3. The applicant enlisted in the Regular Army on 30 April 1987. She received an honorable discharge on 20 October 1995. She served 8 years and 21 month of active service, and 5 months and 24 days of Foreign Service. 4. The applicant's DA Form 2-1 (Personnel Qualification Record) shows she served in Saudi Arabia from 15 October 1991 to 8 April 1991. She received credit for the Defense of Saudi Arabia campaign and Liberation and Defense of Kuwait campaign. 5. The applicant received the following awards, as shown of her DD Form 214 * Army Lapel Button * Army Achievement Medal * Army Good Conduct Medal (2nd Award) * National Defense Service Medal * Southwest Asia Service Medal w/ 3 Bronze Service Stars * Noncommissioned Officer's Professional Development Ribbon * Army Service Ribbon * Kuwait Liberation Medal 6. Army Regulation (AR) 600-8-22 (Military Awards) states the Army Commendation Medal requires a formal recommendation and approval through the chain of command and announcement in orders. The applicant’s record is void of any recommendations for the Army Commendation Medal or orders awarding her the Army Commendation Medal. 7. The applicant served during the period in which she would be eligible for the Certificate of Recognition for service during the Cold War. Army Regulation 600-8-22 (Military Awards) states the Cold War Recognition Certificate is not governed by the provisions of Army Regulation 600-8-22 (Military Awards) and, as a result, is not shown on a discharge document. The Secretary of Defense approved awarding the Cold War Recognition Certificate to all members of the armed forces and qualified Federal government civilian personnel who faithfully and honorably served the United States anytime during the Cold War era, which is defined as 2 September 1945 to 26 December 1991. Cold War Award: The Army does not award medals for the Cold War and therefore it is not added to discharge documents. However, the applicant is eligible to receive a Cold War Recognition certificate.
