THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) by adding the German Schutzenschnur Gold Badge for marksmanship. 2. The applicant states during demobilization the civilian employee who completed his DD Form 214 refused to alter his DD Form 214 because it would have required his supervisor's approval. He earned this badge while in Afghanistan and members of the German military conducted the training. He completed training and was certified on 5 December 2014. 3. The applicant provides a copy of a German Schutzenschnur Gold Certificate and DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Army National Guard of the United States and concurrently in the Oregon Army National Guard on 12 December 2012. 2. On 17 July 2014 the applicant was mobilized and entered active duty in support of Operation Enduring Freedom and Freedom's Sentinel. He served in Afghanistan from 25 September 2014 to 14 June 2015 as an infantryman. 3. On 31 July 2015 the applicant was released from active duty upon completion of his required active service. He was issued a DD Form 214 showing he served 1 year and 14 days of net active service this period with 8 months and 20 days of foreign service. There are no marksmanship qualification badges shown on his DD Form 214. 4. The applicant provided a certificate signed by a German official showing he qualified as a Gold Schutzenschnur (Marksmanship) on 24 December 2014. REFERENCES: Army Regulation 600-8-22 (Military Awards) provides Department of the Army policy, criteria, and administrative instructions concerning individual military decorations, Army Good Conduct Medals, service medals and ribbons, combat and special skill badges and tabs, unit decorations, trophies, and similar devices awarded in recognition of accomplishments. It prescribes the policies and procedures concerning United States Army awards to foreign military personnel and foreign decorations to United States Army personnel. a. Section V (Application for Authority for U.S. Personnel to Accept and Wear Foreign Badges and Decorations), paragraph 9-26 (Foreign Badges) states qualification and special skill badges may be accepted if awarded in recognition of meeting the criteria, as established by the foreign government concerned, for the specific award. Only those badges that are awarded in recognition of military activities and by the military department of the host country are authorized for acceptance and permanent wear. Badges that do not meet these criteria may be authorized for acceptance but not for wear. Of particular importance are the criteria established by the military department of the host country; for example, if a particular badge is authorized for award only to enlisted personnel of host country then the badge may be accepted and worn by U.S. Army enlisted personnel. Commanders (overseas and CONUS) serving in the rank of BG/O–7 or above and COL/O–6-level commanders who exercise general court-martial authority are delegated authority to approve the acceptance, retention, and permanent wear of foreign badges listed in appendix D. This authority may be further delegated to commanders charged with custody of military personnel record files. Foreign badges listed in appendix D are not annotated in an individual's Enlisted Record Brief or on the DD Form 214. The approved memorandum for acceptance and wear of foreign badges endorsed by the first general officer in the chain of command or U.S. Army Human Resources Command, Awards and Decorations Branch to include a copy of the certificate and its supporting document will be entered in the individual's electronic personnel record. b. Appendix D shows the German Armed Forces Marksmanship Badge (Schutzenschnur) is an honorary badge and it can be accepted and retained. However, it is not authorized for wear on the U.S. Army uniform.
