THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests payment of Medical Board Certification Pay (BCP) from 22 August 2012 through 31 July 2013. 2. He states he received back pay for 12 months from the date he was able to provide the required documentation of his board certification in August 2014. 3. He provides an American Board of Internal Medicine certificate and an examination results internet document. CONSIDERATION OF EVIDENCE: 1. The applicant's record shows he entered active duty on 16 May 2009 and he was retired on 20 May 2017 for permanent disability. He was credited with 8 years and 5 days of active duty service. 2. He provides an American Board of Internal Medicine certificate and an examination results internet document that verifies he was certified in internal medicine on 22 August 2012. The certification is valid through 31 December 2022. 3. In the processing of this case, an advisory opinion was obtained from the Chief, Army Medical Department Special Pay Branch, Office of the Surgeon General (OTSG), dated 4 April 2017, who states: a. BCP requests are initiated by the officer through his/her supporting Human Resource/Personnel/S-1 Office. A review of supporting documentation and available finance data indicates the applicant became board certified on 22 August 2012. The applicant is authorized retroactive BCP commencing on 1 October 2013, with a current expiration of 31 December 2022. The missing period of BCP is verified as 22 August 2012 through 30 September 2013. b. With initial submission, the applicant would have been eligible to receive BCP for the missing 1-year and 1-month period of 22 August 2012 through 30 September 2013, totaling approximately $2,770.00 prior to any withholding. The Defense Finance and Accounting Service should determine the exact payment utilizing a Health Professions Pay Entry Date (HPPED) or finance Medical Special Pay date of 12 June 2009 for the correct pay rates. 4. The applicant was provided the advisory opinion on 5 April 2017 for comment. He did not respond. REFERENCES: Title 37, U.S. Code, sections 301d, 302, 302f, and 303a, provide for multi-year retention bonuses and special pays for medical officers and health professionals of the Armed Forces. For Army Medical Corps officers (physicians), these special pays include BCP, which is paid monthly to all board-certified Medical Corps officers based upon their dates of board certification and their creditable service used to establish the HPPED. DISCUSSION: 1. The applicant requests BCP beginning on 22 August 2012 through 31 July 2013. However, the OTSG verified the through date of his BCP as 30 September 2013. 2. The American Board of Internal Medicine certification verifies he was certified from the period 22 August 2012 through 30 September 2013, with a valid certification through 31 December 2022.
