Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his previous request for correction of his DD Form 214 to show award of the Combat Infantryman Badge (CIB). 2. The applicant states he feels that his combat experience in Vietnam should qualify him for the CIB. 3. The applicant provides his Department of Veterans Affairs (VA) Rating Decision (pages 2 and 3) and six photographs. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20150010781 on 2 June 2016. 2. The applicant provides pages 2 and 3 of his Department of VA Rating Decision and six photographs as new evidence. This new evidence warrants warrant consideration at this time. 3. He was inducted into the Army of the United States on 4 March 1968. He was completed training and was awarded military occupational specialty 11B (Light Weapons Infantryman). He served in Vietnam from 24 July 1968 to 22 July 1969 and was assigned to: * Company A, 1st Battalion, 61st Infantry Regiment, U.S. Army. Pacific, from 26 July to 14 December 1968 * Headquarters and Headquarters Company, 184th Ordnance Battalion, from 18 December 1968 to 1 May 1969 * Headquarters and Headquarters Division, U.S. Army Support Command, from 2 May to 21 July 1969 4. He was honorably released from active duty on 3 March 1970. His DD Form 214 shows he completed 2 years of active service. His DD Form 214 does not show he was awarded or authorized the CIB. 5. Item 41 (Awards and Decorations) of his DA Form 20 (Enlisted Qualification Record) does not show award of the CIB. His record is also void of any orders awarding or authorizing him the CIB. REFERENCE: Army Regulation 600-8-22 (Military Awards) prescribes Army policy, criteria, and administrative instructions concerning individual and unit military awards. The regulation states the CIB is awarded to an infantryman satisfactorily performing infantry duties while assigned to an infantry unit during such time as the unit is engages in active ground combat, and actively participating in such ground combat. Campaign or battle credit alone is not sufficient for award of the CIB. DISCUSSION: 1. The applicant's service in Vietnam in an infantry MOS and infantry unit are not in question. However, there is no evidence of record and he provided none showing he was personally present performing his assigned infantry duties while his unit was actively engaged in ground combat with the enemy. 2. By regulation, a Soldier must be an infantryman satisfactorily performing infantry duties, he must be assigned to an infantry unit during such time as the unit is engaged in active ground combat, and he must actively participate in such ground combat for award of the CIB.
