The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552 (b); however, the Army Board for Correction of Military Records conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states the course was overlooked. 3. He provides a DA Form 2-1 that lists in block 17 (Civilian Education and Military Schools), the entry "Fort Benning, GA, Airborne School, 3 weeks, Completed: Yes, 1987." 4. Review of his service record shows: a. He enlisted in the Regular Army on 23 July 1980. His official DA Form 2-1 shows in item 17 the same entry shown on the copy he provides. b. His service record is void of a certificate of training showing completion of this course or orders awarding him the Parachutist Badge. Likewise, his service record is void of orders awarding him awarded Skill Qualification Identifier (SQI) "P" with his primary specialty. c. He was honorably discharged on 25 August 1993. His DD Form 214 shows: * Item 13 (Decorations, Medals, badges, Citations and Campaign Ribbons Awarded or Authorized) does not show the Parachutist Badge * Item 14 (Military Education) of his DD Form 214 does not show the Airborne Course 5. On 4 February 2018, the manager of Academic Records at the U.S. Army Infantry School, Fort Benning, GA advised that there was no record of the applicant completing Airborne School in 1987. He searched the records covering 1986-1988. He also searched ATRRS (Army Training Requirements and Resources System) and found no records for Airborne School in ATRRS. 6. DA Pamphlet 351-4 (Formal Schools Catalogue) states the Airborne Course is a 3- week course conducted at the U.S. Army Infantry School, Fort Benning, GA. Enlisted Soldiers are awarded Skill Qualification Identifier "P" with their primary specialty. 7. Army Regulation 600-8-22 (Military Awards) states the Parachutist Badge is awarded to individuals who have satisfactorily completed the prescribed proficiency tests while assigned or attached to an airborne unit or the Airborne Department of the Infantry School or have participated in at least one combat parachute jump. BOARD DISCUSSION: After reviewing the application and all supporting evidence, the Board found that relief was not warranted. Based upon the available documents provided and those available within the applicant’s military record, the Board determined that there was insufficient evidence to show he attended and graduated airborne school and, therefore, awarding the Parachutist Badge was not appropriate. Although the 2-1 reflected the information about the applicant completing Airborne Training, the Board recommended to the applicant that the applicant provide orders awarding the Badge or a graduation certificate reflecting completion of the course.
