Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120000459 on 12 June 2012. 2. The applicant states, in effect, she was a private/E-2 when she was discharged and a private first class/E-3 when she reenlisted. She reenlisted in 2002 or 2003, however, she received her second driving under the influence violation. She enlisted and was ready to go to basic training in 1991. She also mentions the witness protection program and names several individuals associated with this program. 3. The applicant’s record shows on: * 27 January 1989, she enlisted in the Army National Guard (ARNG) * 7 June 1989, she was ordered to initial active duty for training (IADT) phase I * 28 February 1990, she was ordered to IADT phase II (advanced individual training (AIT)) * 8 March 1990, she was reported as being absent without leave * 27 March 1990, she was released from IADT without completing AIT 4. Her DD Form 214 shows she completed 1 month of net active service. Her service is shown as uncharacterized for this period of active duty. 5. An NGB Form 22 shows she was released from the ARNG with uncharacterized service on 28 March 1990 and transferred to the U.S. Army Reserve (USAR) Control Group (Annual Training) for the remainder of her statutory obligation. Her grade was listed as E-2. 6. On 8 August 1991, she was discharged in the rank/grade of private/E-2 from the USAR in an entry-level status due to unsatisfactory participation. 7. In June and September 2012, the ABCMR denied her request to change her uncharacterized discharge and returned her reconsideration request without action. 8. There is no evidence of record and the applicant provides no evidence to show she had any subsequent service. 9. Army Regulation 635-200 (Personnel Separations) states for ARNG and USAR Soldiers, entry-level status begins upon enlistment in the ARNG or USAR. For Soldiers ordered to IADT for one continuous period, it terminates 180 days after beginning training. For Soldiers ordered to IADT for the split or alternate training option, it terminates 90 days after beginning phase II. An uncharacterized separation will be initiated when a Soldier is released from IADT without completion of MOS training or discharged in an entry-level status. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found that relief was not warranted. Based upon the DD214 only reflecting periods of active duty service and the applicant only serving in an active duty status during basic training prior to her discharge, the Board concluded that the information reflected on the DD Form 214 is correct. Paragraph 16-9b provides for early release of Reserve Component personnel ordered to IADT. It contains guidance stating commanders of training installations or activities, including Army service schools, who are separation authorities are authorized to approve early release under this paragraph. b. A general discharge is a separation from the Army under honorable conditions. When authorized, it is issued to a Soldier whose military record is satisfactory but not sufficiently meritorious to warrant an honorable discharge. c. An uncharacterized separation will be initiated when a Soldier is released from IADT without completion of MOS training or discharged in an entry-level status. d. For ARNG and USAR Soldiers, entry-level status begins upon enlistment in the ARNG or USAR. For Soldiers ordered to IADT for one continuous period, it terminates 180 days after beginning training. For Soldiers ordered to IADT for the split or alternate training option, it terminates 90 days after beginning phase II.
