Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, removal of two professional certifications from her Official Military Personnel File (OMPF) in the integrated Personnel Electronic Records Management System (iPERMS). 2. The applicant states the two professional certifications that were added to her military records on 22 February 2016 have expired and are no longer valid. Updated/renewed professional certifications have been uploaded to her military records. She requests the two invalid documents be removed due to the upcoming master sergeant promotion selection board. 3. The applicant provides no documentary evidence in support of her request. CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army (RA) on 18 May 1998. Through a series of reenlistments she has continued to serve in the RA. 2. She is currently serving in an active duty status, in military occupational specialty 68K (Medical Laboratory Noncommissioned Officer), and in the rank of sergeant first class/pay grade E-7. 3. A review of the applicant's iPERMS record revealed a total of four (4) American Medical Technologies (AMT) professional certifications. a. Each of the four AMT documents consist of a letter with an identification (ID) card that shows the applicant's AMT ID Number, the Allied Health Institute (AHI)/RPT [acronym not known] certification period, and her active member "through" date. (These letters show a new card was issued upon receipt of renewal payment when the individual is in good standing as an AMT certified member.) b. The four AMT letters with ID cards are filed in the applicant's: OMPF – Performance (Education) section and in the Integrated Web System (IWS): each is identified as "LICENSE OR PROFESSIONAL CERTIFICATION" c. The documents are filed as identified below and show, in pertinent part, the following: * "LIC CERTF" – Effective 1 October 2015, Added: 11 January 2017 * AHI Certified: 1 October 2015 – 1 October 2018 * Active Member through 1 October 2017 * "LIC CERTF" – Effective 1 October 2015, Added: 22 February 2016 * AHI Certified: 1 October 2015 – 1 October 2018 * Active Member through 1 October 2016 * "LIC CERTF" – Effective 1 August 2015, Added: 6 January 2017 * RPT Certified: 1 August 2015 – 1 August 2018 * Active Member through 1 August 2017 * "LIC CERTF" – Effective 1 August 2015, Added: 22 February 2016 * RPT Certified: 1 August 2015 – 1 August 2018 * Active Member through 1 August 2016 REFERENCES: Army Regulation 600-8-104 (Army Military Human Resource Record (AMHRR) Management) provides policies, operating tasks, and steps governing the OMPF. Depending on the purpose, documents will be filed in the OMPF in one (or more) of eleven (11) sections: performance, service, restricted, medical, flight, finance, State/Territory, deployment/ mobilization, administrative, personnel records review, and/or medical records review. Once placed in the OMPF, the document becomes a permanent part of that file. a. The list of authorized documents provides the following guidance for filing licenses or professional certifications: Primary Folder(s): Performance and Personnel Records Review. b. Chapter 3 (AMHRR Management Program), paragraph 3-6 (Authority for filing or removing documents in AMHRR folders), shows the only documents pertaining to a Soldier's military career will be filed in the OMPF. Once properly is filed in the OMPF, the document will not be removed from the record unless directed by, in pertinent part, one of the following: * the Official Records Custodian for administrative purposes (this includes, but is not limited to deleting or moving mistakenly filed documents from the performance or service folder to the restricted folder and vice versa) * Army Board for Correction of Military Records (ABCMR) DISCUSSION: 1. The applicant contends, in effect, two professional certificates are filed in her OMPF that should be removed because the certifications are no longer valid (i.e., have expired). 2. The evidence of record shows professional certificates will be filed in the performance (education) and personnel records review (education) folders. a. The two documents under review were added to her OMPF (IWS) iPERMS record on 22 February 2016. The letters with certificates are for the periods 1 August 2015 to 1 August 2018 and 1 October 2015 to 1 October 2018, respectively, with an AMT active membership date through 1 August 2016 and 1 October 2016, respectively. b. Two other similar documents were added to her OMPF (IWS) iPERMS record on 6 January and 11 January 2017. The letters with certificates are also for the periods 1 August 2015 to 1 August 2018 and 1 October 2015 to 1 October 2018, respectively; however, they show the AMT active membership date through 1 August 2017 and 1 October 2017, respectively. c. The applicant's request is centered on the "through" (or expiration) date of her AMT active membership. d. The evidence of record shows the applicant's AMT active membership has been extended based upon her continuing AMT qualification and good standing. 3. The documents under review provide a historical record of the applicant's professional certifications. They allow the U.S. Army to establish the validity of her professional certification(s) during the period of service under review. 4. For historical purposes, the Army has an interest in maintaining the integrity of its records. The data and information contained in those records should reflect the conditions and circumstances that existed at the time the records were created. In the absence of a showing of material error or injustice, there is a reluctance to recommend those records be changed. 5. By regulation, in order to remove a document/record from the OMPF, there must be compelling evidence to support the removal.
