Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20120015335 on 28 February 2013. 2. The applicant states he is requesting that his DD Form 214 be corrected to reflect (item 3) SSN 2xx-6x-4xx9. Currently, his DD Form 214 (item 3) shows Xxx-Xx-XXXX. 3. The applicant provides a copy of his SSN card that shows SSN 2xx- 6x-4xx9 and a copy of his DD Form 214 which shows (item 3) SSN Xxx-Xx-XXXX. 4. A review of the applicant’s service record shows the following: a. He was inducted into the Army of the United States on 13 September 1966 with a service number. b. His was honorably released and transferred to U.S. Army Control Group (Annual Training) on 12 September 1968. His DD Form 214 shows the contested SSN. c. His record during the period covered by the DD Form 214 is absent evidence that shows he used the SSN he contends is correct. d. An ABCMR record of proceedings, dated 28 February 2013, states that the evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined that the overall merits of this case are insufficient as a basis for correction of the records of the individual concerned. e. On 1 March 2013, the applicant received an Ex-Parte letter from ABMCR denying his application and stating that the decision in his case was final and that he may request a reconsideration within one year if he can present new evidence to be considered by the Board. 4. Army Regulation (AR) 635-5 (Separation Documents) DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty).will be issued to provide missing information or to correct any information. Item 3 (SSN) transcribe Social Security account number from DA Form 2139 (Military Pay Voucher). “DD Form 215 (Correction to DD Form 214, Certificate of Release or Discharge from Active Duty) will be issued to provide missing information.” DD Form 215 will be issued when the missing information becomes available. 5. The DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of all current active, prior active, and prior inactive duty service at the time of release from active duty, retirement, or discharge. The information entered thereon reflects the conditions as they existed at the time of separation. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found the relief was not warranted. The applicant’s contentions were carefully considered. The evidence provided and of record shows he used a different SSN than what is shown on his DD Form 214 after the period covered by the DD Form 214. The Board agreed records must reflect the conditions and circumstances that existed at the time the records were created. The Board determined there was no error or injustice and recommends not to amend the previous Board’s decision.
