Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20150016864 on 18 April 2017. 2. The applicant states: * he found ABCMR case AR20080007672 from December 2008 * the applicant in that case was the commander of 2d Battalion, 1st Infantry, Fort Wainwright, Alaska * the applicant in that case was the commander of Task Force (TF) 2-1 USBATT from 12 July 1998 through 25 January 1999 * the 2d Battalion, 1st Infantry was the TF in Siani from July 1998 to January 1999 * MFO was not listed on that applicant's DD Form 214 * that applicant was entitled to correction of his DD Form 214 to show this period of deployment * the MFO certificate the applicant provided is dated from 5 July 1998 through 25 January 1999 * the certificate was signed by Contingent Commander, Lieutenant Colonel Frank L. Barth * the top photo he provides shows him at arms at the entrance to out post 3-8 in Dahaqb, Egypt * the middle photo shows him with Command Sergeant Major (CSM) Jerry L. Wilson, who was killed in action, awarding the applicant a coin for his efforts on 25 November 1998 * in the middle photo there is a "Happy Thanksgiving" sign in the background * the bottom photo shows the applicant in Egypt as a Private First Class * he was stationed at Fort Wainwright, Alaska from 11 March 1997 through 31 August 1999 as an infantry Soldier * the applicant also provides a copy of his Rhode Island driver's license as a comparison to the photos provided * the applicant was assigned to Bravo Company, 2d Battalion, 1st Infantry which deployed to Sinai, Egypt for a 6 month rotation with MFO * Lieutenant Colonel (LTC) Barth was the commanding officer of 2d Battalion, 1st Infantry and later became the Contingent Commander of USBATT, MFO while the applicant was there * CSM Jerry Wilson was LTC Barth's CSM * the middle photo corroborates the applicant served in Sinai with CSM Wilson * the applicant was promoted to Specialist (SPC) on 1 November 1998 * from the previous ABCMR findings he believes the discrepancy in his rank can be explained by typographical error, certificates were filled out before his promotion on 1 November 1998, or his promotion information was not made available to personnel in Egypt * the evidence the applicant presented leaves no doubt he was in Sinai with LTC Barth and CSM Wilson from July 1998 through January 1999 * the applicant in ABCMR case 20080007672 had his deployment to MFO left off his DD Form 214 item 18 and was granted a correction 3. The applicant's records contain a DA Form 2-1 (Personnel Qualification Record) indicating he served with Bravo Company, 2d Battalion, 1st Infantry from 19 March 1997 through 31 August 1999. He received an Army Commendation Medal, which also indicates his service with this unit. 4. The applicant provides an MFO certificate showing he served with the MFO from 5 July 1998 through 25 January 1999. He also provides photographs of himself while in Egypt. His service records are void of any evidence that he served with the MFO. 5. Army Regulation 635-5 (Separation Documents) states the "Remarks" block of the Soldier's DD Form 214 is used for mandatory requirements when a separate block is not available. For an active duty Soldier deployed with his/her unit during their continuous period of active service, enter the statement "Service in (Name of County Deployed) from (inclusive dates for example, YYMMDD-YYMMDD)." His DD Form 214 is void of an entry showing service with the MFO. ? BOARD DISCUSSION: The Board considered the applicant’s request with all supporting documents, evidence in the service record, applicable regulations, policy, and guidance. The preponderance of evidence shows that the applicant did participate with Multinational Force and Observers (MFO) in Sinai, Egypt. Therefore the Board finds the applicant’s request is warranted. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by changing his DD Form 214 by adding to item 18 (Remarks) "Service in Sinai Egypt from 980705-990125". ADMINISTRATIVE NOTE(S): Not Applicable REFERENCES Army Regulation 635-5 (Separation Documents) establishes the standardized policy for preparing and distributing the DD Form 214. The purpose of the separation document is to provide the individual with documentary evidence of their military service. It is important that information entered on the form should be complete and accurate. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty to include attendance at basic and advanced training and will be prepared for all personnel at the time of their retirement, discharge, or release from active duty. Chapter 2 contains guidance on the preparation of the DD Form 214. It states, in pertinent part, that the "Remarks" block of the Soldier's DD Form 214 is used for mandatory requirements when a separate block is not available.
