ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS IN THE CASE OF: BOARD DATE: 13 December 2019 DOCKET NUMBER: AR20170009461 APPLICANT REQUESTS: correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 21 January 2017 to show in: * Block 2 (Department, Component and Branch): her Branch as “MSC” instead of “MC” * Block 13 (Decoration, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) to add the award of the Global War on Terrorism Expeditionary Medal (GWOTEM). APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: * DD Form 293 (Application for the Review of Discharge from the Armed Forces of the United States) * Memorandum for Record (MFR) from Adjutant, 119th Combat Support Hospital * DD Form 214 FACTS: 1. The applicant states her DD Form 214 does not accurately reflect her military service. In Block 2 it should be Medical Service Corps (MSC) not Medical Corps (MC). Additionally, she was awarded the GWOTEM and it is not captured in Block 13 2. The applicant provides an MFR from the Adjutant, 119th Combat Support Hospital, dated 27 December 2015, which certifies the applicant deployed to Kuwait in Iraq in support of two operations. Army Regulation 600-8-22 (Military Awards) governs the applicant’s eligibility to wear the GWOTEM and the Overseas Service Ribbon. 3. A review of the applicant’s service record shows: a. She was appointed as a Reserve commissioned officer and executed an oath of office on 6 March 2009. Her appointment letter shows her branch and component as Medical Service (MS) – U.S. Army Reserve (USAR). b. Orders A-04-108571, dated 27 April 2011, shows she was ordered to active duty with a report date of 13 June 2011. The orders showed her rank as captain (CPT) and her branch as “MS” in the top right hand corner. c. The service record was void of documentation such as the Officer Record Brief or a DA Form 2-1 (Personnel Qualification Record). d. Orders RU-044-0002, dated 13 February 2015, show she was issued deployment orders in a temporary change of station (TCS) status in support of Operation Inherent Resolve, with a report date of 13 April 2013 for a period not to exceed 294 days. e. Orders 209-0505, dated 27 July 2016, show she was released from active duty with an effective date of 21 January 2017. f. She was honorably released from active duty on 21 January 2017. Her DD Form 214 shows she completed 5 years, 7 months, and 9 days of active service. It also shows she was awarded or authorized: * Meritorious Service Medal * Army Commendation Medal (3rd Award) * National Defense Service Medal * Global War on Terrorism Service Medal * Army Service Ribbon * Overseas Service Ribbon (2nd Award) g. Block 11 (Primary Specialty) for the applicant is listed as 67D – Behavioral Sciences. 4. Army Regulation 635-5, the DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of all current active, prior active, and prior inactive duty service at the time of release from active duty, retirement, or discharge. The information entered thereon reflects the conditions as they existed at the time of separation. 5. Army Regulation 600-8-22 states, the GWOTEM is authorized for award to members of the Armed Forces of the United States who deployed abroad for service in Global War on Terrorism operations on or after 11 September 2001 to a date to be determined. The general area of eligibility (AOE) encompasses all foreign land, water, and air spaces outside the fifty states of the United States and outside 200 nautical miles of the shores of the United States in operations approved by the Secretary of Defense. 6. DA Pam 611-21 states the branch and title for the MC is listed as Branches 60, 61, and 62. The Medical Service Corps is listed as Branch 67. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found the relief was warranted. The applicant’s contentions were carefully considered. The Board determined that her record shows there was sufficient evidence to warrant correction of her DD Form 214 to show her branch as Medical Service Corps. The Board notes she was appointed as a Reserve commissioned officer and executed an oath of office on 6 March 2009. Her appointment letter shows her branch and component as Medical Service (MS). Additionally, the Board determined that she served in Kuwait and met the qualifications for the period of service for the award of the GWOTEM. The Board agreed that her records should be corrected to show the aforementioned blocks in her DD Form 214. Block 2: remove the entry “ARMY/RA/MC” b. Block 2: to add “ARMY/RA/MS“ c. The general area of eligibility (AOE) encompasses all foreign land, water, and air spaces outside the fifty states of the United States and outside 200 nautical miles of the shores of the United States in operations approved by the Secretary of Defense. Under no conditions will units or personnel within the United States or the general region excluded above be deemed eligible for the GWOTEM. The regulation further states service members must be assigned, attached, or mobilized to a unit participating in designated operations for 30 consecutive days or 60 nonconsecutive days in the AOE, or meet other, specified criteria. 3. Department of the Army Pamphlet 611-21 (Military Occupational Classification and Structure) outlines authorized branches, functional areas (FA), medical functional areas (MFA), area of concentration (AOC), skill identifiers (SI) and guidance on the use of these codes in the classification of officer positions and personnel.
