ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS IN THE CASE OF: BOARD DATE: 24 October 2019 DOCKET NUMBER: AR20170009549 APPLICANT REQUESTS: an update of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show deployment in support of Desert Shield/Desert Storm. APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: DD Form 149 (Application for Correction of Military Record). FACTS: 1. The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552(b); however, the Army Board for Correction of Military Records (ABCMR) conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states his DD Form 214 does not show information in regards to his deployment to Desert Shield/Desert Storm with VII Corps. He explains he is working on his VA paperwork and is required to show proof of combat deployment. 3. A review of the applicant’s service records shows: a. He enlisted in the Regular Army on 28 February 1987. b. He served overseas in Germany from 3 June 1988 to 16 April 1993. His DA Form 2-1 (Personnel Qualification Record), shows he was assigned to Headquarters and Headquarters Company (HHC) 7th Corps, Stuttgart, Germany as a 63B10 (Light-Wheel Vehicle Mechanic). c. His record is void of any documentation to support he deployed to Desert Shield/Desert Storm. However, per the Gulf War/Operations Desert Shield/ Desert Storm Data Base Roster compiled by the Defense Manpower Data Center, the applicant is listed as deploying with VII Corps, Stuttgart, Germany from 1 October 1990 to 31 December 1990. d. On 30 October 1995, he was honorably discharged from active duty to due to reduction in force. He completed 7 years, 11 months, and 29 day of active service. His DD Form 214 shows he was awarded or authorized: * Army Commendation Medal * Army Achievement Medal * National Defense Service Medal * Army Lapel Button * Army Service Ribbon * Overseas Service Ribbon * Sharpshooter Marksmanship Qualification Badge (Hand Grenade) * Expert Marksmanship Qualification Badge (Hand Grenade) * Expert Marksmanship Qualification Badge (M-16) 4. By regulation, Army Regulation (AR) 635-5 (Personnel Separations – Separation Documents), in effect at the time, prescribes the separation documents which are prepared for individuals upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for preparing and distributing DD Form 214 (Certificate of Release or Discharge from Active Duty). It stated for Item 18 (Remarks), use this block for entries required by Headquarters, Department of the Army, for which a separate block is not available. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found relief was not warranted. Based upon all of the documentary evidence provided by the applicant, found within the military service record, and by a preponderance of the evidence, the Board concluded there was insufficient evidence to show that the applicant deployed.
