Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, in effect, payment of Medical Board Certification Pay (BCP) from 21 August 2013 through 30 September 2016. 2. She states she has been board certified in internal medicine since 21 August 2013 and gastroenterology since 2016. However, she has not received BCP since her board certification. 3. She provides two American Board of Internal Medicine certificates. CONSIDERATION OF EVIDENCE: 1. The applicant is currently serving as a Regular Army major in the Medical Corps. 2. She provides two American Board of Internal Medicine certificates that verify she was certified in internal medicine and gastroenterology. 3. In the processing of this case, an advisory opinion was obtained from the Chief, Army Medical Department Special Pay Branch, Office of The Surgeon General (OTSG), dated 11 October 2017, who states: a. BCP requests are initiated by the officer through his/her supporting Human Resource/Personnel/S-1 Office. A review of supporting documentation and available finance data indicates their office authorized retroactive payments for BCP commencing on 1 October 2016. The missing period of BCP is 21 August 2013 through 30 September 2016. b. The applicant was eligible to receive BCP for the missing 37-month period of 21 August 2013 through 30 September 2016, totaling approximately $7,777.00 prior to any withholding. The Defense Finance and Accounting Service should determine the exact payment utilizing a Health Professions Pay Entry Date (HPPED) or finance Medical Special Pay date of 14 July 2008 for the correct pay rates. 4. On 20 October 2017, the applicant acknowledged receipt of the advisory opinion. REFERENCES: Title 37, U.S. Code, sections 301d, 302, 302f, and 303a, provide for multi-year retention bonuses and special pays for medical officers and health professionals of the Armed Forces. For Army Medical Corps officers (physicians), these special pays include BCP, which is paid monthly to all board-certified Medical Corps officers based upon their dates of board certification and their creditable service used to establish the HPPED. DISCUSSION: 1. The applicant requests BCP beginning on 21 August 2013 through 30 September 2016. 2.
