The applicant requests the addition of the Legion of Merit and Sensitive Compartmented Information Officials Course to his DD Form 214 for the period ending 2 August 2015. The available records are sufficient to administratively correct his DD Form 214 by adding the Legion of Merit; therefore, that portion of his request will not be considered by the Board. The Board will only consider his request to add the Sensitive Compartmented Information Officials Course to his DD Form 214. 2. With prior active and inactive service, on 27 October 2009, the applicant entered active duty as a member of the Army National Guard. 3. On 21 August 2014 the 640th Regiment (RTI) in cooperation with the Defense Intelligence Agency presented the applicant with a certificate that shows he completed the Department of Defense Sensitive Compartmented Information Officials Course at Camp Williams, Utah. The certificate does not show the period of the course or hours completed. 4. On 2 August 2015, he was retired. The DD Form 214 he was issued at that time does not list the Sensitive Compartmented Information Officials Course in item 14 (Military Education). 5. In an email dated 27 February 2018, the applicant advised a staff member of the Army Review Boards Agency that the Sensitive Compartmented Information Officials Course was a 3-day resident course with 20 hours of online prerequisites prior to attending. 6. Army Regulation 635-8 (Separation Processing and Documents) provides instructions for completing the DD Form 214. It states for item 14 to list all formal, in-service (full time attendance) training courses successfully completed during the period of service covered by the DD Form 214 of at least 1 week or 40 hours duration. (As an exception to full-time attendance, list Command and General Staff College and Senior Service Colleges completed by correspondence courses). Include course title, length in weeks, and year completed. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board determined that partial relief was warranted. Based upon the documentary evidence presented by the applicant and found within the military service, the Board concluded there was sufficient evidence to show adding the Legion of Merit was appropriate. However, the Board also concluded that there was insufficient evidence to add that portion of the request to add the Special Security Officer Course to his DD Form 214. For that reason, the Board recommended denying the applicant’s request for relief. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending the applicant’s DD Form 214 for the period ending 2 August 2015, by adding the Legion of Merit. 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to adding the Special Security Officer Course to his DD Form 214. Title 10, USC, section 1552(b), provides that applications for correction of military records must be filed within three years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the three-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. 2.
