The applicant did not file within the three year time frame provided in Title 10, United States Code (USC), section 1552 (b); however, the Army Board for Correction of Military Records (ABCMR) conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant’s request to add the Army Achievement Medal and Army Commendation Medal to his DD Form 214 is supported by sufficient evidence; therefore, these awards will be administratively corrected and not considered by the Board. The Board will consider correction of his DD Form 214 to show his M60 machine gun qualification. 3. The applicant states he does not have orders showing his M60 machine gun qualification, but they did qualify twice a year. 4. The applicant served in the Regular Army from 28 June 1979 to 27 June 1983. He held military occupational specialty 63B (Power Generation and Wheeled Vehicle Mechanic). 5. His DA Form 2-1 (Personnel Qualification Record) does not show that he was authorized a Marksmanship Qualification Badge with Machine Gun Bar (see item 9). The available records do not show his qualification scores for the M60 machine gun. 6. Army Regulation 600-8-22 (Military Awards) sets forth requirements for the award of basic marksmanship qualification badges. The qualification badge is awarded to indicate the degree – Expert, Sharpshooter, and Marksman – in which an individual has qualified in a prescribed record course. BOARD DISCUSSION: After review of the application and all evidence, the Board determined there is insufficient evidence to grant relief. The applicant’s contention was carefully considered. The Board agreed the applicant’s record is absent evidence of a M60 qualification.
